Developed an invoicing process which permitted reimbursement by outside agencies, initiated and oversaw Work Plan Development Process, and initiated and oversaw the Rail Transportation capital and operating budget process. Supervised four staff people. - Bakersfield Thomas Roads Improvement Program (TRIP) Financial PlanAnnually update a multi-year financial plan for $1.2 billion in highway capital improvements throughout the Bakersfield area using updated revenues, expenditures and schedule. Spreadsheet model provides cost, schedule and funding detail for each project and summary of entire TRIP program. Used model to communicate scenarios and potential outcomes with management team and to write an annual Financial Update.- For the West Berkeley Circulation Master Plan, identified existing and potential new federal, state, regional, and local revenues that could be available to projects identified through the development of the Circulation Master Plan. Assessed likelihood of funding being available, and created a matrix linking specific projects to funding sources.

Specific projects included:- For the San Francisco Revenue Bond Oversight Committee, was Deputy Project Manager of a financial review that documented and analyzed changes in budget and scope for 15 large capital projects in the San Francisco PUC’s Water System Improvement Program.- For SamTrans, Caltrain, and the TA, served as the Acting Budget Manager. Responsible for the development of operating budgets. Wrote materials and presentations, and oversaw process through to budget adoption by the respective Boards.- For the City of Santa Rosa, was the Project Manager of a cost-benefit analysis weighing the costs and savings associated with upgrading the current water system meters to radio read or touch read.
