About Shannon T. Clark

Shannon T. Clark serves as Executive Director (Chief Executive Officer) & Chief of Law Enforcementfor the Okmulgee County Criminal Justice Authority (OCCJA). He has more than 33 years of combined experience in law enforcement and law enforcement administration. He holds a Bachelor of Science in Organizational Leadership & Management and an Associate of Applied Science in Law Enforcement and Criminal Justice. He is also a state qualified Mediation Professional specializing in civil dispute resolution.Currently, Shannon thrives on the challenges associated with operating the Okmulgee County Criminal Justice Authority as Chief Executive Officer & Chief of Law Enforcement with its nearly 120 employees and more than 450 detainees. He finds this job to be personally and professionally fulfilling and considers himself to be blessed to have such a rewarding career. Shannon retired at the rank of Major from the Tulsa County Sheriff’s Office. At the time of his retirement, Shannon supervised 440+ employees and ~2,000 inmates in one of the largest Direct Supervision Detention Facilities in the country, with an annual operating budget of more than $32 million. Shannon was instrumental in the creation and implementation of Oklahoma’s only federal partnerships with the United States Department of Homeland Security Immigration Enforcement Program 287(g), the Homeland Security Investigations Task Force and a local partnership with the U.S. Marshal Service. Shannon is a certified instructor with the Oklahoma Council on Law Enforcement Education and Training (CLEET) and presents on varied law enforcement topics. He specializes in Crisis Communications and Criminal Immigration Enforcement and has taught for the Oklahoma Sheriffs’ Association, CLEET, National Sheriff’s Association, American Corrections Association, National Institute of Corrections, and countless other professional organizations from coast to coast. Shannon has authored numerous articles printed among the above associations’ publications. Shannon is a graduate of the Institute for Law Enforcement Administration and Center for American and International Law, the 86th School of Police Supervision, The United States Department of Homeland Security Immigration and Customs Enforcement 287(g) National Academy, FBI LEEDA Executive Leadership, and is a graduate of Leadership Tulsa. Shannon has also served on numerous national, state, and local boards and committees, and with organizations and non-profits.

    The Okmulgee County Criminal Justice Authority was created in 2002 to administer the County’s jail facilities, under Title 60 of Oklahoma statutes.The facilities of the Okmulgee County Criminal Justice Authority are comprised of the Okmulgee County Jail, opened in 2002, and the Moore Detention Center, opened in 2018. The total detainee capacity between both facilities is nearly 530. To manage the day-to-day operations takes a multitude of disciplines, including food service, healthcare, maintenance technicians, administrative staff, Detention Officers, and Peace Officers.When the board of county commissioners approves an express trust, pursuant to Sections 176 through 180.4 of Title 60 of the Oklahoma Statutes, for the purpose of operating a county jail, the trustees of the public trust may appoint commissioned peace officers, certified by the Council on Law Enforcement Education and Training, to provide security for inmates that are required to be transported outside of the detention facility, and investigate violations of law within the detention facilities.
