Executive DirectorSouth Carolina Hydrogen And Fuel Cell Alliance Mar 2007 - Jun 2015The SCHFCA is a public-private collaboration for cooperative and coordinated use of resources in the state used to advance the commercialization of hydrogen and fuel cell technologies.From 2007 through 2015, Dr. Baxter held the position of Executive Director at the South Carolina Hydrogen and Fuel Cell Alliance. The South Carolina Hydrogen and Fuel Cell Alliance is a public-private collaboration for cooperative and coordinated utilization of resources in the State used to advance the commercialization of hydrogen and fuel cell technologies.Significant Accomplishments from 2007-2015 include: • Named one of the “Top 5 Fuel Cell States” in the State of the States: Fuel Cells annual report that ranked states from 2010 until 2015. • Passed legislation to make South Carolina the first state to in the U.S. to permit hydrogen and fuel cell deployments at the state level using existing, internationally recognized codes and standards. • Opened two hydrogen refueling stations. The Sage Mill Station is one of only two stations currently listed as public in the U.S., outside of California, by DOE. • Mapped the supply chains of fuel cell and hydrogen production appliances using NAISC codes. This was the first time NAISC codes were used to map the supply chain and it can be reproduced in other states. • Developed a case study for the Market Value Proposition of fuel cell powered material handling equipment. The model allows potential users/purchasers to input specific variables to determine if fuel cells are a cost effective option for their operations. • Hosted the 2009 National Hydrogen Association Conference in Columbia that attracted almost 800 industry stakeholders and over 2000 public stakeholders. • Home to BMW’s manufacturing facility in Spartanburg, SC. The site has the highest daily throughput of hydrogen refueling in North America.

In 2004, she led the development of the California Hydrogen Blueprint Plan for the State with the input of over 200 active stakeholders.

She served as ARB’s representative on the California Fuel Cell Partnership’s Working Group from 1999-2004. She managed the development of two ground breaking studies for the CaFCP, including Bringing Fuel Cell Vehicles to Market: Scenarios and Challenges with Fuel Alternatives, 2001; and Support Facilities for Hydrogen Fueled Vehicles: Conceptual Design and Cost Analysis Study, 2004. She was recognized for her work at the Air Resources Board with Gold and Silver Superior Accomplishment Awards.Primary Responsibilities: • Represented ARB on The California Fuel Cell Partnership’s Working Group • Lead the Study and Stakeholder Outreach Teams that produced two groundbreaking studies, Bringing Fuel Cell Vehicles to Market: Scenarios and Challenges with Fuel Alternatives, 2001; and Support Facilities for Hydrogen Fuel Cell Vehicles: Conceptual Design and Cost Analysis Study, 2004. • Convened the Environmental Team consisting of industry experts and environmental leaders• Served on the Fuel Cell Bus Team that facilitated the placement of fuel cell buses at transit agencies • Facilitated the CaFCP’s “Legal Team” (comprised of members’ attorneys) to develop and adopt the Members’ Statement of Intent, Indemnification and Liability Agreements • Represented the ARB Chair at meetings on fuel cells and hydrogen with internal and external stakeholders • Managed State contracts with a budget of over $5 million
