The Watermaster administers and enforces a judgment that includes the Groundwater Management Plan for the Borrego Springs Subbasin. Mr. Smith was integrally involved in the negotiation of the settlement agreement and proposed stipulation that led to the entry of the judgment on April 8, 2021. The judgment adjudicates water rights and requires a 74% reduction in groundwater pumping over the next twenty years to reach sustainability.
