Served as the leader and subject matter expert in formulating, executing, justifying, analyzing, and managing Naval Supply Systems Command (NAVSUP N00AL/SEA04L’s) Operations & Maintenance, Navy (OMN) funding of $13 million in support of five financial management program support and initiatives. Coordinated with Naval Sea Systems Command Financial Managers & Office of the Chief of Naval Operations Resource Sponsors to develop and implement fiscal year defense budget plans. Developed and ensured accurate funding estimates & strong justifications to support positive cost savings. Developed Program Objective Memorandum budget submissions and briefings. Performed monthly and quarterly reviews to ensure obligation rates met/exceeded Navy Comptroller bench marks. Corrected funding deficiencies, assessed impact of budget cuts, and realigned resources as necessary. Provided contract financial support to ensure all required contract tasks were fully funded, within schedule/ceiling, and provided input to quarterly contract reviews. Created and prepared weekly detailed, analytical budget funding report to upper management that provided a snapshot of current funding of OMN and Shipbuilding and Conversion (SCN) funding. Served as the technical expert in budget formulation and execution of a $171 million budget. Provided variance analysis for 11 Naval Surface Warfare Center Departments for the Comptroller’s office. Received and interpreted policies, instructions, and procedures of the Navy Working Capital Fund. Played a key role in the financial system transition to ERP during the implementation and training phases.
