Coordinated with Naval Sea Systems Command Financial Managers & Office of the Chief of Naval Operations Resource Sponsors to develop and implement fiscal year defense budget plans. Developed and ensured accurate funding estimates & strong justifications to support positive cost savings. Developed Program Objective Memorandum budget submissions and briefings. Performed monthly and quarterly reviews to ensure obligation rates met/exceeded Navy Comptroller bench marks. Corrected funding deficiencies, assessed impact of budget cuts, and realigned resources as necessary. Provided contract financial support to ensure all required contract tasks were fully funded, within schedule/ceiling, and provided input to quarterly contract reviews. Executed management processes of tracking, monitoring and data entry for purchase requisitions, commitments, obligations, and expenditures utilizing Systems, Applications, and Products (SAP), SharePoint, and Excel spreadsheets for procurement of services and equipment. Requested, extracted, researched and analyzed budgetary resources from 11 field support areas in the U.S. for justification and presentation purposes to upper management. Successfully managed a global $3.6 billion bank loan agreement without the risk of covenant defaults by designing, implementing, and managing a Global Loan Compliance LotusNotes Database and provided global loan compliance training to field associates domestically and in Europe. Accurately reviewed $1.95 billion domestic asset backed credit line for numerical accuracy and validity prior to certification by the Vice President and Treasurer.

Served on a three-member project team that streamlined the International Pension Disclosure reporting process for twenty countries, resulting in a 100% reduction of mathematical errors/calculations, a reduction of time, and redundancy in completing the disclosure schedules.
