His broad-based water law practice includes advice, planning, transactional assistance, negotiation, and drafting on behalf of cities, special districts, developers, irrigation companies, ranchers, and many others.Mr. Draney assists his clients with the negotiation and drafting of a wide variety of organizational documents, including the negotiation and drafting of interlocal cooperation agreements and joint powers agency agreements between local governments.Mr. Draney provides advice and assistance with all aspects of financing of, regulatory compliance for, and contracting for, water and water rights, and water diversion, storage treatment, and conveyance facilities.Mr. Draney has drafted, and lobbied for the passage of a variety of state and federal legislation. Mr. Draney has an extensive administrative and regulatory practice before the Utah State Engineer, the United States Department of the Interior, and the United States Forest Service.Mr. Draney represents clients in a variety of litigation matters involving water, including judicial review actions, quiet title disputes and condemnation cases.
