Mr. Riggs is an accomplished and multi-talented City Engineer with over 19 years of significant experience in planning, scheduling and administering transportation and utility services. He has had over eight years of professional experience in the public sector under a variety of State and Local government agencies. Four years of Mr. Riggs’s professional career was achieved in North Carolina where he served as the Assistant District Engineer for Cabarrus and Stanly County for the North Carolina Department of Transportation (NCDOT) and as a Project Engineer/Manager for the City of Concord. Also, prior to Mr. Riggs’s current position with CT Consultants, he served as the Infrastructure and Flood Protection (I&FP) Senior Technical Services Engineer for the Louisville-Jefferson County Metropolitan Sewer District (MSD) and three plus years for Louisville Metro Government Department of Public Works and Assets as the Engineering Manager for before being obtained by Gresham Smith in April of 2013. In May 2019, Mr. Riggs joined CT Consultants as a project manager within their municipal engineering market serving as the City/Village Engineer for several communities in the greater Cincinnati area including Hamilton County and Northern Kentucky. This diverse background has allow Mr. Riggs to possess expertise knowledge of municipal management, budgeting, city ordinance development and implementation, regulatory compliance, and public infrastructure/utility construction standards and inspections. He has the capabilities to successful plan, design and manage projects that are both constructible and maintainable. With this experience, He can effectively provide guidance through both project development and delivery phases while establishing and maintaining effective working relationships with internal employees, members of City Council, contractors, boards, consultants, subordinate staff and the public.
