As the former Director of Public Safety and Security/Government Services Project Manager at the Adrienne Arsht Center for the Performing Arts of Miami Dade County, Shawn directed the implementation and reorganization of all public safety components for the largest Performing Arts venue in the Southern United States; serving more than half a million patrons from around the world. The Arsht Center hosted the Democratic National Committee Presidential Debate in 2019 and the NFL Honors red carpet event in 2020.Shawn has over 35 years of public safety experience ranging from police operations to executive leadership; during which time, he progressed from Police Officer to the position of Chief of Police. His performance as an executive administrator spans several areas of governmental operations, including; municipal and corporate fiscal management, human capital development, risk mitigation, large scale public capital improvements and facility and resource management. An integral application of his expertise focuses on the development and implementation of institutional structured accreditation and federal grant acquisitions. He possesses an exceptionally strong background in communications, operational analysis, emergency operations (incident management/ICS/NIMS), response plan development and crisis intervention. His established track record of strategic public safety planning has resulted in multiple high performing and effective teams and service providers; with a primary focus on group synergy and cost effective solutions. His proven abilities enhance the effective consignment of tactical interoperability functionality for public safety services and governmental ministrations as both a department head and acting municipal manager. His law enforcement acumen with federal, state and local law enforcement agencies, focused on urban crime suppression, community policing and homeland security initiatives. These agencies include the FBI-JTTF, DEA-Miami, South Florida High Intensity Drug Trafficking Area Task Force, U.S. DHS-ICE Homeland Security Investigations, FDLE-ThreatCom and the MDPD Street Tactics Intervention Group.
