Based on significant input from the design and developer communities within and outside the W3C membership, W3C chartered the group to conduct its work in public and to solicit broad participation from W3C members and non-members alike.The HTML Working Group was chaired by both Chris Wilson (Microsoft) and Dan Connolly (W3C/MIT). The group had 485 participants, all of which were good standing. Also, all participants made certain licensing commitments by joining the group, and the group operated under the W3C Patent Policy (February 5, 2004 Version). To promote the widest adoption of Web standards, W3C sought to issue recommendations that could be implemented, according to this policy, on a royalty-free basis.
