With three decades of experience, Sheila is an attorney who has defended governmental employers in private practice, served as in-house counsel for a large public school district, and represented individuals who have suffered injury and discrimination. Sheila brings broad knowledge, valuable experience and a unique perspective to each case.Sheila has devoted a significant portion of her career to issues related to Title IX, Title VII and other prohibited harassment and discrimination, serving for ten years as General Counsel and Title IX Coordinator for a large Texas public school district with more than 40,000 students and 5,000 employees. Providing legal counsel to the Board of Trustees, the Superintendent, administration, faculty and staff, Sheila served as a member of the Superintendent’s Cabinet and the District’s core strategic planning team. As the District’s Title IX Coordinator, Sheila was charged with investigating all claims of gender based harassment, sexual assault and sexual abuse. Confronting the nationwide epidemic of educator-student inappropriate relationships and educator misconduct, under Sheila’s guidance and leadership, the District pioneered the development, implementation and aggressive enforcement of strict social media policies that became a model for other school districts.Sheila is a fierce advocate for her clients through all phases of litigation. Beginning her career as a briefing attorney for the Texas Court of Appeals for the First Judicial District in Houston, Sheila recognizes the power of written advocacy. She earned a B.B.A. in Journalism from Baylor University where she served as editor of the student newspaper, The Lariat. She received her Juris Doctor from South Texas College of Law, where she was named the 1994 Outstanding Advocate in the school’s nationally recognized top-ranked advocacy program and selected as a national member of the Order of Barristers. Competing as an oralist and brief writer, Sheila won multiple state, regional and national titles, including Best Brief in the national finals of both the ABA National Appellate Advocacy Competition and the National Association of the Bar of the City of New York Moot Court Competition. A former adjunct professor, Sheila remains an active STCL advocacy alum and loyal supporter of the program she credits for teaching her the art of advocacy. Sheila is admitted to practice law in the United States Supreme Court, the United States Court of Appeals for the Fifth Circuit and all Texas Federal and State Courts.
