Dr. Retchin is a past chief executive of two large academic health centers, From 2003 till 2015, he served as chief executive of the VCU Health System in Richmond, where he was also President of a large, statewide, Medicaid HMO, Virginia Premier. From 2015 till 2017, Dr. Retchin served as Executive Vice President for Health Sciences and Chief Executive Officer of the Ohio State University Wexner Medical Center. He has written extensively regarding important issues concerning the nation’s healthcare workforce. He was appointed by the U.S. Secretary of Health and Human Services as one of 17 members of the Council on Graduate Medical Education (COGME). COGME advises the Secretary and Congress on issues related to the funding of graduate medical education and the supply of physicians in different specialties. As a member on COGME, he co-chaired COGME’s 20th Report, which addressed the insufficient number of primary care physicians in the U.S., the key challenges contributing to the shortages, and recommendations for addressing them. In recognition of his proficiency regarding the nation’s healthcare workforce, Dr. Retchin was appointed by the Comptroller General as Vice Chair of the National Health Care Workforce Commission in 2010, which was established by the Affordable Care Act. While the Commission was never funded by Congress, Dr. Retchin has continued to apply his expertise to study issues related to the healthcare workforce shortages. He has published more than 100 articles, monographs and book chapters with a particular focus on managed care, costs, quality, and outcomes of care. In addition, Dr. Retchin now serves on the Board of Directors of the National Association for Home Care and Hospice. He has also served on many federal panels and commissions relevant to the Medicare program. As Co-Principal Investigator of the National Medicare Competition Demonstrations, Dr. Retchin also led the original evaluations of managed care for Medicare, now the Medicare Advantage program. Additionally, he served two consecutive 3-year terms on the Medicaid and CHIP Payment and Access Commission. Since March 2020, Dr. Retchin has served as the Medical Adviser to Dominion Energy, a multi-state utility company with 20,000 employees. He has particularly provided guidance to Dominion Energy regarding the pandemic. Dr. Retchin is also currently Adjunct Professor of Internal Medicine in the College of Medicine at The Ohio State University.
