About Shellie Zias-Roe, Ph.D., Aicp Cep

As an environmental scientist and certified professional urban and environmental planner, I have always been interested in the environment and education. By applying knowledge of the natural world and its processes, I develop projects and programs that protect the environment while promoting the health and well being of its inhabitants. A personal commitment to scholarly inquiry resulted in a doctoral degree from Prescott College in Sustainability Education where I engaged in transformative and experiential learning across multiple disciplines including biophilia, civic and human ecology, natural resource management, collaborative governance, sense of place, environmental & equity planning, and environmental impact assessment. Since 2006, my environmental practice has centered on environmental and community planning for a large county in Southern California as well as environmental consulting. My research and engagement efforts have focused on the earth and human connection and the study of resiliency within social-ecological systems. I am interested in the application of systems thinking to transform the lives of people and the environment through multi-perspectival connections. I have also earned bachelor’s degrees in Environmental Management: Natural Resource Management and Liberal Arts, and a master of applied science degree in Environmental Policy and Management: Natural Resource Management. Currently, I am Visiting Assistant Professor at the University of Redlands in the Environmental Studies Department, teaching Environmental Planning, Environmental Impact Assessment, Sustainability Planning, and Professional Development in Environmental Careers.

As an Associate Planner for the largest County in the conterminous US, I was responsible for a multitude of tasks that required research, analysis, and decision-making while making recommendations to my Supervisor, Planning Manager/Director, the Director of Land Use Services, Board of Supervisors, Planning Commission, Directors of various County Departments, and cooperating agencies. I managed projects that ranged from energy and telecommunications development, to developing a Request for Proposals to assist Public Works with a Landfill Expansion, to meeting the needs of the constituency through managing their own land use issues with Conditional Use Permits, Minor Use Permits, Lot Line Adjustments, Lot Mergers, and most of the Land Use Applications that the Department offers. I prepared a variety of CEQA and NEPA analyses and other required documents, such as Staff Reports for the projects in which I played a lead role, while also assisting with document preparation for other County Departments such as Parks, Special Districts, Architecture & Engineering, etc. These documents and reports included: Initial Studies, Mitigated Negative Declarations, Notice of Determinations, etc. I have extensive experience reviewing environmental documents at the staff level function of a Responsible Agency under CEQA for our Department, which provides comments to other Jurisdictions on their environmental documents and how their project may or may not affect the County of San Bernardino. I attended and facilitated many meetings representing the County and LUSD, such as Scoping (town hall) meetings, Landscape Alliance meetings, County of San Bernardino Water Conferences, Santa Ana Watershed Authority meetings (SAWPA), Mojave Watershed Group, Carbonate Habitat Species meetings (mining), and Development Review Committee, etc. I worked directly with the public, answering land use questions, environmental questions (CEQA), application process information (Permit Streamlining Act), etc.

As an Assistant Planner in the Advance Planning Division, on the Environmental and Mining Team, my primary responsibilities centered on environmental planning, and preparing environmental documents for the Mining Geologist; which included preparing Initial Studies for mining related projects. Having a background in Natural Resource Management, I was able to assist a previous Director of LUSD with Local Watershed Management Planning, attending meetings on her behalf, reviewing documents, reporting information to her, as well as keeping her up to date. To prepare the County for cooperation at the state level, I coordinated and conducted a countywide watershed meeting to discuss local watershed issues. As a key planner in developing WQMP implementation processes in planning; I have trained other staff in using the WQMP as a CEQA tool and assisting the Stormwater Team in developing a functional review methodology. With an interest in analyzing state law, I was provided the opportunity to analyze AB 1881 and draft the County's version of the Water Efficient Landscape Ordinance as well as the implementation procedures which ultimately was used to draft our current Development Code Chapter on this subject. Also, in the case of this state law, I submitted comments during the public comment period on behalf of the County and my comments were incorporated into the final draft of the law. Additionally, I have drafted policy and procedure for qualifying biologists for inclusion on a County-wide list. This is essential to complying with CEQA in that land use determinations are to be based on fact and the environmental opinion in each case and is critical to informed decision making. The biologists, as a technical expert, are often responsible for providing the "fact" in each application regarding CEQA, in the biological analysis. I based the policy on scientific method; creating a standard of reporting which streamlines the review process for applicants.
