Construction Management and Construction Inspection, Roofing Moisture Diagnosis.

Shepherd's involvement on the $10 Million two-storey Office building for District # 4, of the Maryland State Highway Administration, Hunt Valley, began during the conceptual stage. He was responsible for design review and constructability issues. He was later requested to be on site to ensure that the submittal log and submittals were in place, review modifications and determine whether they were "add" or "credit" to the contract, attend progress and CQC/QC meetings. His responsibilities included, on site inspections on structural steel, architectural and roofing assemblies, as in standing seam and built-up systems. He was directly involved with the installation of (Fixtures Furniture and Equipment (FFE), close-out (punchlist) and operation manual submittals.

Construction management and inspection, Roofing Design and Moisture infiltration Diagnosis of the State Highway Administration District $ Office Bulding in Hunt Valley, Maryland.

Subcontracted to the Maryland State Highway Administration, facilities Division primarily for roofing and building envelop issues. New built-up and single ply re-roofing construction projects were the Leonardtown, Laplata, Upper Marlboro, and Oakland shops. These were complete tear down and re-roof. He was responsible for contract administration including submittal review, progress review, on site inspection and supervision.Roofing moisture infiltration (leaks) diagnosis were conducted on numerous state shops and offices and recommendations were tabulated and cost estimates presented to the administration. Led roofing design teams in effecting cost efficient solutions to brick veneer and thru-wall flashing leak issues and developed scope of works for varied roof leaks, re-roof and building envelop issues.

Jacobs was providing overall program management, supplemental program support/ project management services for capitol projects design and construction on eight University of Maryland Campuses. Projects included new construction as well as major renovation projects of various university facilities. The Scope of Works included all cost controls, schedule management, quality assurance, management of A/E selection, management of pre-construction and construction services, FF&E and move-in services. Total program costs exceeded $1.1 Billion.Stamp Student Union Renovation Project

Construction Mnaagement and Inspection, QC/QA services.

Construction & Roofing. Shepherd's responsibilities included QA inspections on all architectural/structural and roofing elements, review of monthly payment requisitions, review and processing of RFI's, development and issuance of deficiencies and sign-offs. He coordinated the required independent on site inspections, coordinated punchlist generating efforts with the architects and owner, prepared daily construction reports, reviewed schedule of on and off site activities and was responsible for troubleshooting tenant and user complaints.Shepherd participated in roofing design review offering alternative deigns that were practical, cost effective and consistent with the NRCA, RCI and SMACNA guidelines. He reviewed the specifications for each individual project, including roof plans, roof slopes, penetrations and terminations. Solicited and reviewed bids from roofing and waterproofing contractors and coordinated the sequence of installation to minimize impact on tenant activities.Roofing inspections include modified bitumen built up, single ply- EPDM and TPO, Slate and standing seam.

Positioned as the lead construction inspector for the $320 Million, Department of Transportation, HQ SE. Washington DC. This project covers two city blocks with cast-in place concrete from foundations to the ninth floor roofing substrate. The roofing assembly is a vegetated rubberized asphalt system. Shepherd was responsible for instituting the three-phase control of quality management. Where submittals were reviewed for each definable feature of work followed by the subcontract personnel and their qualifications and finally deficiency tracking and correction was followed through.

Conducted roofing inspections on a fully adhered EPDM system underplayed with mechanically fastened polyisocyanurate.; For SSA/GSA)Jacobs provided design and construction phase management services to GSA for this 30 month, multi-phase Metro West Façade Replacement Project. The building encompasses two city blocks in the heart of down town Baltimore. The project included the removal of 250,000 square feet of existing brick façade and replacing it with brick, metal panels, granite and precast concrete.Shepherd managed the Quality Assurance for this large office building's exterior renovation: Responsibilities included review of contract submittals, process RFI's, prepare daily and inspection reports, conducted CQC/QA meetings, he reviewed the contractor's monthly payment requisitions, punchlist generation and sign offs. He inspected structural steel, masonry, metal studs, concrete and soils. He attended the biweekly progress meetings and prepared spread sheets for tracking metal stud repairs and replacements.

$34 Million renovation of the existing Stamp Student Union Building at the College Park Campus. Renovation work occurred with occupants in place.

Construction management of the Stamp Student Union, Built-up and Vegetated roof system.

Prepared construction daily reports relative to structural steel erection, concrete, and rebar placement, prestressed concrete and post-tension cables, masonry, wood framing, roof trusses and roofing installations including light gauge metal framing.Responsible for the quality control including punch list creation, deficiency tracking and verification of corrective measures taken.

Shepherd Libebe has over 25 years architectural/ Engineering and Construction industry experience, with particular emphasis to the architectural, structural and roofing elements. He obtained a bachelor's degree in Architecture in 1983, from the Zambia Institute of Technology, Kitwe, Zambia. He immediately worked with a private firm of architects in Lusaka, Zambia, called Erhard Lorenz Associates Architects, where he developed contract documents, reviewed submittals, attended progress meetings and completed detail drawings and for the School of Agricultural Sciences and the Interdenominational Christian Center, built at the University of Zambia. In 1985, he joined the Lusaka City Council as a junior architect until 1989 when he migrated to the United States of America. The projects he worked on were primarily residential in nature, such as the huge Chilenje South housing estate, Lusaka wherein he was engaged in the development of conceptual drawings thru close out of City Council projects.

Performed all CQC activities including daily reports and subcontractor activities and reports. Conducted required CQC three phase control meetings and coordinated relevant independent agency inspections including concrete, soils, structural steel.

Responsibilities included daily construction reports, roofing inspection, and concrete, structural wood framing. Inspections and the generation of deficiency punchlist and conducting CQC related 3 phase control meetings.
