Elected member of the national AFCEA Intelligence Committee, and have served as its Chair or Vice Chair for four terms. Also serve on the AFCEA International Board of Directors Executive Committee. AFCEA is a global, 30,000-member professional association that connects people, ideas and solutions globally. Original name "Armed Forces Communications and Electronics Association."

Appointed by the FCC's Technological Advisory Council (TAC), a federal advisory committee, serving on the Emerging Technologies Working Group. The Working Group's charter addresses emerging technologies including: the IoT ecosystem and spectrum-access needs for potential high-bandwidth devices under development; advances in semiconductor technologies and chipsets expected to be embedded into wireless devices including UWB and other sensors; network-driven emerging technologies such as quantum computing and blockchain for improvements in communications-services user experience; small satellite development; and optical/laser technologies for space or terrestrial communications.

Direct-report to VMware's Chief Technology Officer, leading government collaboration and outreach on a world-class team of PhDs, scientists, engineers and the world's greatest software developers. Adjunct Professor in the Graduate School of Engineering’s Department of Information Sciences and Technology. For several years I have taught AIT 580 "Big Data: Analytics to Information," a data-science course in the M.S./Ph.D program, providing a technical and historical review of data science and enabling fields of machine-learning, deep-neural networks and artificial intelligence, and their use in commercial, scientific, governmental and other applications. Lectures also cover system acquisition, law and policy, and ethical issues, as well as the AI/ML technologies involved in collecting, mining, analyzing and using results.

Consultancy whose clients included the world's leading technology firms (SpaceX, Goldman Sachs, Microsoft, etc.) and U.S. government agencies. Specialties included assessing disruptive technologies, managing international R&D teams and innovation labs, cyber security, strategic communications, competitive analysis, global media and public affairs.Also: invited to consult with Deloitte Consulting’s leading Federal Practice, where I specialized in Mission Analytics to enable strategic insight for government leaders and agencies across intelligence, DoD, national security and civilian sectors. Primary client was in the DoD Office of the Secretary of Defense. Deloitte's innovation portfolio included predictive analytics, large-scale simulation, and other advanced technologies from partners, startups, and internal R&D. Recruited by Microsoft from a senior government position to join “The Microsoft Institute,” first as CTO with rapid promotion to Partner, GM, and Director of this arm of Microsoft Research for public-sector early-adopter customers. Partnered with global MSFT sales/services account teams to win major enterprise deals and perform technical miracles by leading a handpicked team of legendary technologists and former US/UK intelligence executives in DC, Redmond, London.For an example of our work see my post above about the HoloLens mixed-reality holographic project.Originally recruited as CTO, promoted in 2 years to top position as General Manager and Director (and Partner, Microsoft’s internal seniormost-executive level). The Institute answered government requests for assistance, often with practical counsel for improving operational management, and often by prototyping or deploying advanced technical solutions, including specific projects using: • Big-data solutions and deep-learning neural-network systems • Multilingual machine translation for enterprise-scale deployment • Geo-temporal data visualization • Social-media semantic analytics • Immersive augmented-reality applications • Advanced encryption solutions and cyber defense/forensics • Voice/touch/gesture user-interface control systems.Used agile development for rapid prototypes, with heavy use of dynamically organized virtual teams. In the wake of 9/11 attacks, I joined DIA from Silicon Valley and was immersed into a wartime environment as head of Requirements & Research for global defense intelligence, a Fortune-200-equivalent enterprise. Soon promoted to flag-rank Senior Executive Service, and after four years won “National Government IT Leadership Award,” with a team of technologists who built multiple IC-wide capabilities, including the original versions of well-known systems Intellipedia, the IC Data Layer, and A-Space (TIME Magazine “Best Invention of 2008”). - Appointed by DIA Director to agency-wide Strategic Planning Committee. - Deployed next-gen solutions for a $6B+ agency with a $1B+ enterprise IT budget. - Senior innovator determining acquisition of new IT for the DoD intelligence enterprise servicing 70,000 users in 500+ global locations with real-time data. - Created/led global network of rapid innovation labs. - Led architectural and security reviews on team consolidating 25+ global data centers into 5 private-cloud centers. - Managed 250+ technologists and intelligence officers on three continents.

Multiple roles on small team launching and growing a successful venture-funded technology startup in San Francisco (acquired by Lighthouse Global). Hands-on NLP tech developer, ”Knowledge Architect,” and executive leading corporate marketing strategy and business-development execution. Our shipped products provided advanced semantic-search software to media, corporate and intelligence customers. Joined founder/CEO in devising and presenting strategy to top venture capital firms, winning $6.5 million amid the dot-com bust. Personally pitched and closed company’s first $250,000 in software sales. Successfully matrixed marketing with product-development team, to ensure engineering execution. Following the 9/11/2001 attack I relocated to Washington and directed the use of our and associated software systems in the counter-terror mission, onsite in several US Government agencies (and officially became a government employee in 2003).

Leading West Coast government consulting firm. Senior lead on national/local accounts and officials. Firm’s clients have included leaders from both parties, including Speaker of the House Nancy Pelosi, U.S. Sen. Dianne Feinstein, San Francisco Chamber of Commerce. Developed a comprehensive strategy for launching and maintaining technology enterprise-zones, and policies structuring urban tax incentives to capture information technology industries.

Consultant on multi-billion dollar projects for Redevelopment Agency of San Jose; other work for public agencies, private firms. Described as a “Silicon Valley luminary” by the San Jose Mercury News.

Led campaign communications strategy and public policy team for Mayor Frank Jordan during a busy reelection year. Managed policy team toward technology-adoption based on experience in San Jose/Silicon Valley, laying out a new economic and tax-incentive strategy helping to spark the explosion of dot-com startups in San Francisco. Wrote policy papers, State of the City Address, Annual Budget Message.

Led well-respected Silicon Valley non-profit, funded by Apple and other tech firms plus government grants. Established innovative local/international public-policy projects in California and Northern Ireland.
