Despite inheriting a trust deficit, was fortunate to have been able to attract top-tier professionals to this challenging yet invigorating initiative. By establishing a clear program mandate and meticulously managing all aspects, including project details, funding, oversight, and governance, was able to compete the full Experimentation, Testing and Design to asses the viability of an integrated HR and Pay SaaS solution for the public service. And delivered the Final Findings Report to the President of SSC and the Minister of PSPC.

Successfully launched a modernization process within Refugee Protection Division enabling it to become more claimant-focused and efficient. Implemented a joint initiative with Immigration, Refugees and Citizenship Canada and Canadian Border Services Agency, to improve the preparation of claim files prior to adjudication. Laid the groundwork for a digital transformation, moving towards digital acceptance of refugee claimant documents through to digital tools for adjudication. Delivered the largest number of finalizations in any year since the implementation of the new refugee determination system in 2012.

Fostered business and consumer confidence in the marketplace and promoted competitiveness of Canadian small business and the tourism industry through building strategic partnerships across multiple federal departments and agencies, small business and other stakeholders, and by championing and administering legislation, policies, programs, services, and regulatory functions. Delivered improved access to Government of Canada information, programs and services for businesses through the CanadaBusiness.ca network. Implemented the Venture Capital Action Plan, and secured renewed funding for the Venture Capital Catalyst Initiative. Spearheaded the creation of Innovative Solutions Canada, and established the first Service Innovation Lab for the government of Canada. Built the Accelerated Growth Service in partnership with BDC, and regional and federal development agencies. Championed the creation of a comprehensive F/P/T national tourism vision with renewed funding, and the rebranding of Canadian Tourism Commission to Destination Canada.

Helped transform the face of federal government procurement through the creation and implementation of a series of national initiatives, strategic partnerships, programs and tools designed to support strong links between federal buyers and suppliers, broaden and improve access to federal procurement opportunities, promote entrepreneurship and innovation, and the competitiveness of Canadian companies worldwide. Successes include: the delivery of buyandsell.gc.ca to replace MERX as the federal government tendering system, the Canadian Innovation Commercialization Program (now Build in Canada), the Smart Procurement Strategy, rewrite of the National Goods and Services Procurement Strategy, direction of the secretariat to the Jenkins Panel, which provided key input into the Federal Defence Procurement Strategy (DPS), and bringing renewed focus to issues of supplier diversity, including increased participation by women and indigenous entrepreneurs in government procurement.

As mandated by the Commissioner, successfully introduced a stronger organizational focus on human rights, ensuring that operational managers incorporated ethics and human rights considerations into decisions affecting offenders. Worked collaboratively with the Aboriginal; Affairs division to develop Correctional Service of Canada’s first policy on Aboriginal offenders.Eliminated a backlog of 9,000 cases in the grievance system. Moved the organization’s ATIP response rating from an F to an A rating.

Spearheaded the creation of a cross-sectoral program for the first peacebuilding correctional initiative in the world. Provided technical assistance for correctional institution administration and reform to the United Nations Interim Administration Mission in Kosovo; the Government of Lithuania; the United Nations Assistance Mission in Afghanistan; and the Government of Haiti. Negotiated complex Federal/Provincial/Territorial Exchange of Service Agreements as well as a portfolio of bilateral and multilateral technical assistance agreements and MOUs with multiple foreign jurisdictions, including Lithuania, Namibia and Hong Kong.
