I've worked as a professional planner in Northern Virginia for 35 years. My clients include developers, businesses and property owners, churches and public institutions. Entitlement work experience includes office, major retail and mixed use development, pad site users, residential communities, litigation, churches, and facilitation of all levels of permitting, My prior experience in local government provides a thorough understanding of Comprehensive Plan, Zoning and overall development processes and practices. I continue to be involved with local government in an advisory capacity and provide consulting services to governmental agencies.Examples of successful client projects include:Concurrent processing of Rezoning, Special Use Permits and Comprehensive Plan Amendments to allow for a mixed use project of 600,000 sq. ft. of retail, 1,000,000 sq. ft. of office, and 500 dwelling units which required an innovative combination of 3 special permits; two of which included Prince William County’s first application of the "big box" ordinance and provisions for secondary residential usage, in order to achieve the client’s goal for a creative mixture of land uses on a single parcel. Other projects include rezoning for a mixed use project of 160,000 square feet of office, 360 dwelling units and 2 hotels; a 600,000 GFA office campus; use permits for a medical office building, and churches with a seating capacity of up to 4,000; auto uses, and innovative residential development.I've managed hundreds of land use cases through the government review processes and analyzed the impacts of governmental actions such as condemnation and new policies and regulations which provides unique insight to the entitlement and permitting processes.Past work includes Fairfax, Prince William, Stafford, Spotsylvania and Orange Counties, the Cities of Manassas, Manassas Park, and Fredericksburg, and the Towns of Fredericksburg, Warrenton and Dumfries.
