Co-founded firm dedicated to developing funding and financing strategies, and advising executives, CEOs and elected and appointed board members on statutory and regulatory compliance with complex federal laws. Clients include multi-billion dollar public entities charged with planning, constructing and managing infrastructure projects, private sector clients engaged in construction and operation, and private equity firms looking to invest and understand the domestic infrastructure finance markets.

Advised the company’s President and leadership on methods to increase Return on Investment (ROI) for the company’s core business: service to the Class I railroads for right-of-way equipment and maintenance; led instructional sessions for the company’s leadership on developing a vision for employing the company’s innovative technologies including the mobile hybrid Rail Unloading Machine, and the first and only GPS system for distributing ballast automatically.

Similar to her current work at Cardinal Infrastructure, LLC, Ms. Little advised clients on the complexities of transportation legislation and was awarded contracts by public and private sector entities, including the USDOT.

Served under President Bush, managing an annual $10 billion FTA budget, overseeing $30 billion in transit construction, and managing the day–to-day operations of a staff of more than 1,000 employees and contractors. Awards include the Secretary of Transportation’s Gold Medal Award for her efforts to advance public-private partnerships, reduce congestion, and employ innovative multimodal strategies; the Women’s Transportation Seminar’s “Employer of the Year;” The Community Transportation Association’s George Rucker Memorial Award; and Mass Transit Magazine’s esteemed “Top 40 Under 40” award.

In her role, Ms. Little authored the Nation’s public transportation and planning laws -- called Safe, Accountable, Flexible, Transportation Equity Act (SAFETEA) -- which provided $53 billion in resources for transportation projects nationwide. Ms. Little is the author of several pieces of Amtrak reform legislation, as well as a major contributor to the development of private sector enabling legislation allowing for less restrictive commercial activities in the transit market. During her time on Capitol Hill, she was privileged to serve Phil Gramm (R-TX) and most recently Richard Shelby (R-AL).

In this capacity, Ms. Little served the Chairman Ted Stevens (R-AK) and John Warner (R-VA) providing oversight over the operations of the U.S. Senate including the development of committee budgets. Her portfolio also included campaign finance legislation and election certificate issues.
