Supported Veterans Affairs construction needs by providing management oversight to approximately 50 architect, engineer, and support professionals who provide full-scope design and construction performance services. Services include all specialties: architectural design, MEP, fire, blast protection, elevators, etc. Projects range from building system upgrades to full-scale design of new medical buildings/hospital wings. Ensured quality and timeliness of design products, maintained client relationships, and provided training and process improvements for design and construction oversight activities. Developed and fielded standardized project management tools and procedures. Solved numerous roadblocks as stakeholder relationship interface during design and construction.

Provided continuous leadership of a $380M Base Operations program (program transferred during AECOM divestiture/creation of Amentum) while assuming control of four other facilities, operations, and services contracts for DOD/government agencies, leading to significant cost savings and improved client satisfaction. Led 10 direct reports and program teams while overseeing program budgets, customer interface, and contract deliverables. In addition, supported Business Development by evaluating and building proposal packages for new business opportunities while structuring budgets for emerging programs. Successes: $2M improvement in accounts received and an 80% reduction in negative review comments by improvements in client relationships and communication.

Joined AECOM (program transferred to Amentum in corporate divestiture) as Program Manager of a 370-person, $380M/year 10-year facilities operations contract, implementing cost-savings measures, operational efficiencies and improved client relationships. Program provided facility operations, maintenance, custodial, grounds maintenance, security, engineering, environmental, safety, and health services for a 130-acre, 2.7 million sq. ft. LEED-Gold federal government complex. Also provided $12M in annual construction projects. Successes: 10% improvement over forecasted profit, a 25% improvement in performance scoring by client, and a 30% reduction in overtime costs; implemented industry-expert assessment of backup battery replacement plan, revised plan saved over $12M across 5-year budget cycle.

Over 26 years in the United States Air Force, managing base facility operations and construction programs, as well as housing. environmental, and emergency services programs, at various locations world-wide. A key success: successful delivery of a nine-figure campus rebuild project, on-time/on-budget, including successfully relocating over 4,000 personnel with no lost mission time.Last duty location/title: Air Force Space Command HQ, Peterson AFB, Colorado Springs, CODirector, Public Works Operations and Emergency Response Services, 2011-2014Managed a $250M budget supporting a $23B portfolio of space-system assets. Led engineering and emergency response experts providing planning, budgeting and execution of these programs at numerous locations worldwide.Contributions included: analyzed back-up generator asset allocation plan, creating a 50% improvement in data accuracy; analyzed a $800M/1,500 project investment plan for regional fire dispatch control centers, gained a 44% reduction in labor costs through asset reallocation.

Managed/supported 67 team members providing civil engineer support to six nuclear-tasked organizations at five installations with a multibillion-dollar physical plant. The team provided public works operations, fire emergency services, explosive ordnance disposal, asset and construction management oversight. Contributions included: creating, organizing, training, and equipping the only AF nuclear incident response task force, responsible for incidents involving AF bomber and missile assets within the CONUS, meshing DoD response efforts with other federal and local response capabilities. Created $2M cost savings by integrating regional events for nuclear incident response across multiple units and federal agencies

Led 13 engineers and oversaw planning and resource allocation for a nine-figure operations and maintenance program. Contributions included: assessed contractor to civilian conversion to ensure proper cost category corrections, saving millions in mis-categorized manpower dollars; justified hundreds of millions of dollars in annual APOM adjustment, including identifying a $100M error, preventing critical mission impact; managed a multimillion-dollar service and base maintenance contract program with 27 contracts spread across 9 bases.

During this deployment, I led site planning, design, and execution of four construction projects carried out in multiple locations in Iraq. My contributions included: Oversaw creation of a project scoring matrix that enabled $176M in identified requirements to be properly prioritized and funded; achieved $800K savings on the redesign of an abandoned 10,000 sq. ft. building while bringing it up to stat limits; implemented a demolition program to eliminate seven hazardous buildings and free critical space in a high-demand area; solved a four-year explosive boundary controversy and captured $500K savings for a hazardous waste storage area project; led creation of a site planning plan for entire campus.

Managed teams in maintenance, repair, construction, and operation of 745 facilities, including three geographically-separated housing communities; provided housing landlord management, environmental compliance, fire protection, disaster recovery, transportation, supply and travel management for 4,500 personnel. Contributions included: Led complex projects, including overseeing space planning and occupancy transfer for a $187M campus rebuild project impacting 4,000+ personnel. Integrated four funding sources and three construction approaches to deliver the project on time and on budget, averting a $44K per day delay penalty; shaped reclaimed water strategy and led development of a state-of-the-art, reclaimed water system for a new complex that created 40% annual cost savings and was honored by the state of California for positive environmental impact; developed close working relationships with city leaders to create a road restriping plan that prevented major employee impact while resolving a 1,000-space parking shortfall during a campus renovation project; maintained a universal site picture to integrate construction, employee needs, environmental concerns, budget needs, and siting into one successful execution process.

Led maintenance and repair on infrastructure systems, pavements, grounds, potable/non-potable wells and distribution systems, high-/low-voltage infrastructure, wastewater treatment plant, and 900+ facilities, including a medical clinic and helipad. Managed 200+ personnel across 25 specialties, a 136-item vehicle fleet, and multimillion-dollar annual budget.Contributions included: Introduced an innovative plant voucher program to improve choice of plants and decrease both labor costs and spoilage; obtained a non-cost infrared analysis of power systems in order to prevent critical failure; led automation of a digging permit system, decreasing the time to process requests from days to hours, reducing utility interruptions caused by unapproved digging.
