• Led layer one functional tread team successfully for MUOS (Mobile User Objective System, U.S. Navy) SEIT Systems Engineering that deal with multitude of complex technical issues, responsible for PHY and MAC modifications to 3GPP/UMTS/WCDMA for satisfying systems requirements, requirements analysis and detailed design for Radio Access Bearer (RAB) definition, forward error correction, latency mitigation, service activation analysis (GoS), power control design (RAN and UE), enhanced gain variation reduction, including trade-study, modeling, simulation, optimization, and validation and verification , using tools such as C/C++ and Matlab. Key work products were delivered two months ahead of schedule. Earned Certificate of Accomplishment presented by Bill Meister, MUOS Program Manager, to recognize for my superb team creation and leading skills and expertise• Designed and refined physical layer algorithms and procedures including fast implementations (high speed DSP). Identified SW defects and deficiencies and presented to the development team. Resolved various issues with systems, development and test teams. Provided link budget analysis for open loop power control.• Conducted integration tests, provided and supported verification and validation of HW, DSP and SW including laboratory verification and trouble shooting. • CDMA Cellular Systems Engineering Lead: Led and improved RF resource control and management, performance measurements and management, and availability/dependability work products (methodology, evaluation, and calculation), requirement engineering (RAN FRD, ROAM (Reliability, Operability, Availability, and Maintainability) SFS, and DOORS), and created features for automated fault resolution (Fault Management).• 3G Mobile Network Traffic Modeling Team Lead: Led a team to develop a model to analyze teletraffic generation, distribution and aggregation imposed to the Core Network according to the QoS classes. System QoS Simulation Modeling: Led the Network Level Performance Model architecture, design, and implementation with OOD approach, using OPNET simulation tool, generated KPI statistic including delay and delay variation with many QoS traffic classes and IRAT. • SMS2000 Contributor: Developed a fast simulation methodology that was presented at Motorola Simulation and Modeling Symposium 2000. The paper won 1st Place of Best Paper Award (rated among 160 papers).• Iridium WAP and Data after Voice Systems Engineering: Evaluated vital system parameters in performance and capacity, availability and reliability, and quality of service such as blocking probability, delay, and data integrity. Generated sections in CONOPS/AD.• Iridium SMS Systems Engineering: Evaluated vital system parameters in performance and capacity, availability and reliability, and quality of service such as blocking probability and delay. Generated sections in CONOPS/AD and Test Plan. Revised subsystem-to-subsystem ICDs.• Teledesic Systems Engineering: Generated Network Communications ICDs and contributed to network communications systems functional specifications (SFS).• Celestri Systems Engineering: Proposed and evaluated Celestri internal signaling protocol.
