I lead the Department of the Air Force's Center of Expertise for directed energy and optical technologies and oversee development and technology transitions in four core technical competencies: laser systems, high power electro-magnetics, weapons modeling and simulation, and directed energy and electro-optics for space superiority. The directorate provides pervasive, world-class directed energy and imaging research technologies for users across the Space Force, Air Force and the Department of Defense. I am responsible for more than 1100 military and civilian scientists, engineers, contractors, and support personnel and an annual budget exceeding $300 million. I manage several hundred state-of-the-art research laboratories, testing facilities, and other facilities at Kirtland AFB, and several unique facilities, which include the Starfire Optical Range at Kirtland AFB and the Dept of the Air Force Maui Optical and Supercomputing Site in Hawaii.

I led the Department of the Air Force's (Air Force & Space Force) global basic research investment with a staff of more than 200 scientists, engineers, and administrators in Arlington and foreign technology offices in London, UK; Tokyo, Japan; Santiago, Chile; Melbourne, Australia; and Sao Paulo, Brazil. I drove the success of a $500+ million a year basic research investment portfolio across 36+ science and engineering portfolios and the transition of resulting discoveries to other components of the Air Force Research Laboratory, defense industries, and other Defense Department components, such as DARPA, NSF, NASA, DOE, national laboratories, Navy, Army and many others, leading to cutting-edge technologies and acquisitions that support the Warfighter. Portfolios include biotech/sciences, quantum, AI/ML, Life Sciences in Space, Space Domain Awareness, and many others. My mission was to support Space Force and Air Force goals of control and max utilization of air, space, and cyberspace. As part of my mission, I leveraged the excellence and built capacity in Historically Black Colleges and Universities, Minority-Serving Institutions, and Tribal Colleges to build future STEM talent--flooding the US with diverse STEM talent = innovative solutions to the challenges of today and tomorrow!

    I led the investigation, identification, and development of the Agency's science and technology efforts advancing innovative and cutting-edge technology to support the Warfighter against our strategic competition. I partnered with multiple Intelligence Communities to understand the underlying current of our competition's advancement to target specific technology gaps. I provided strategic Agency and DoD guidance for all advanced concept developments and investments to capitalize on the innovation of small businesses, universities, national laboratories, other DoD components, and international partners to bridge the gap between technology initiatives and program implementation to deliver state-of-the-art technology to the Warfighter. Technologies included nano-satellites, cube-satellites, communications, propulsion, hypersonics, air/ground/space-based sensors, radars, disruptive technologies, additive manufacturing, materials, etc. I guided the Agency's $528M S&T portfolio with direct oversight of over $120M. I served as the Chair of the Small Business Innovation Research/Small Business Technology Transfer Program and led the STEM office. I led two divisions within the Advanced Technology Program Office: The Advanced Research Division and the Weapons Division. The Advanced Research Division engaged in research across a multitude of science areas to include nano-sats and various materials-related programs supporting many weapon and sensor program offices. The Weapons Division included lasers, hypersonics, nuclear power, propulsion, and other directed energy programs such as High Power Microwaves and Neutral Particle Beam.I served as the Chief Technology Officer for the Missile Defense Agency at Redstone Arsenal as well as the Agency rep for the Office of the Secretary of Defense Advanced Microreactor Working Group.
