About Shirley Mclaughlin

I am an attorney, specializing in nonprofit compliance and tax-exempt org law. My law degree is from University of San Francisco and my undergraduate degree is from Mills College where I was a graduate in Public Policy with an emphasis on women's leadership. I've worked in various political and policy oriented capacities, both on campaigns and for non-profit organizations (e.g. Barbara Lee for Congress, EMILY's List, Peninsula Community Foundation, Planned Parenthood Shasta-Diablo). I was hired in 2007 as the Donor Engagement Coordinator for the largest community foundation, Silicon Valley Community Foundation and found a love for exempt organization tax compliance. I followed that passion to law school and into my current work in Grants Management and Compliance for the two largest community foundations in the Bay Area.Specialties: public charity and private foundation tax regulations and compliance, international grantmaking, Pension Protection Act of 2006, donor advised fund management, tax exemption under 501(c)3 and (c)4 status, policy analysis and lobbying (California and federal), program evaluation, logic models, community advocacy, customer service, fundraising and charity solicitation laws
