Leading the establishment of a $30M+ Integrated Property Tax System across multiple agencies at Cook County from initiation to deployment. Directed the establishment of an overall program plan and program governance structure, defined program management templates and tools (including schedule, risk register and cost model), and worked closely with agency leadership on benefits realization and business process improvement.Developed and executed an agency-wide change, training and behavioral measurement plan for over 4000 end users at the Texas Office of the Attorney General to ensure leadership alignment and end user adoption, as the lead change consultant for an HR and Payroll ERP system modernization.Led IT strategy and implementation efforts for the New York’s Governor’s Office of Storm recovery to enhance and improve tech solutions delivery, and solutions design and architecture to support the delivery of over $1B worth of disaster recovery funds.Supported the operations and change management for the State of Michigan’s enterprise information management program, to improve operational efficiency, promote transparency, and enable constituent-centric service delivery, across multiple agencies.Designed a technology roadmap to support the New York State Division of Budget in improving the effectiveness and efficiency of fleet management operations across 8 state agencies. Conducted a current state assessment, researched leading practices, and analyzed the feasibility to potential solutions to inform the implementation of a statewide fleet management solution.Developed project management and compliance management tools for the City of New Jersey, Division of Community Development, to support the administration of HUD funds, streamline processes, and to enable the Division to track, manage, and report on its grant activities.
