Reporting to the RF President, the VP Sponsored Programs & Regulatory Affairs is a member of the RF senior leadership team and is responsible for sponsored program administration initiatives and research administration regulatory compliance issues across the enterprise. Oversees a sponsored programs team of 16 providing support and services provided directly to 23 SUNY campuses. The VP works closely with the Associate Director, Sponsored Program Services, for management of the SPS and as a member of the Research Foundation Leadership Team, inform decisions on critical regulatory and sponsored program issues and develop sponsored program policy, and strategic direction for SPS. The Director will represent the Research Foundation to federal and state agencies in matters relating to sponsored programs administration and compliance. Acts as contracts manager for several campuses as needed.

Reporting to the General Counsel and Secretary, responsible for corporate, business transactions, and employee relations legal matters arising out of the Foundation’s sponsored programs, innovation and partnerships activity, and corporate functions. Responsibilities include contract drafting, review and negotiation, dispute resolution, policy advisement, and litigation management. Work closely with Research Foundation executive management as well as campus academic and business leadership, managers of entities affiliated with the Research Foundation and SUNY's Office of General Counsel.

As Team Lead - responsible for managing a 15 person team of pre and post award staff and functions including: proposal development and submission, agreement negotiation, post award management and reporting; billing collection and closeout, assignment and monitoring of workload, training and development of staff, part of leadership team responsible for review, developing and refining policies and procedures impacting administration of sponsored projects across the university. As Co-Director, also responsible for co-managing office of sponsored programs with an annual research expenditures of $160m, interpreting and ensuring application of polices, regulations and circulars, represent University at state-wide RF-SUNY sponsored projects meetings. Special projects include the assessment and deployment of new effort reporting tool, and the further development and implementation of export controls program and procedures.

During tenure, annual research volume grew from £39m($58m) to £54m($80m) (approx. @ $1.5/£1). Reviewed, restructured, and managed the office. Supervised a team of 12 grant coordinators responsible for pre and post award sponsored research. Implemented professional development and training for staff. Reviewed and rationalized research administrative procedures across the university. Responsible for educating faculty and staff on the various compliance requirements associated with sponsored projects including ethics, human subjects, and conflict of interest and assisting them with compliance matters. Worked with faculty, academic departments, and business managers to formulate, negotiate and execute research contracts across the range of disciplines and funding sources.

Seconded from MIT to develop and manage a wide range of programmes for start up joint venture requiring knowledge of US and UK sponsored research regulations, universities’ policies, UK Higher Education and knowledge transfer initiatives, US and UK laws. For MIT, managed £65m ($100m) contract with the UK Department of Trade and Industry. Took lead on setting up all MIT grants. Negotiated and prepared collaborative research contracts with universities and industrial sponsor agreements. Monitored project performance for both financial and non-financial metrics.
