Mr. Leung has more than 30 years of experience in technology assessment, software development, and over 15 years of managing software development and IT projects. This experience has encompassed a broad range of specific activities such as: requirements analysis and specification, system/software design, development, testing, integration and documentation for projects involving distributed real-time client/server Air Traffic Management (ATM) systems, business process re-engineering, database systems and human factors. He has worked as a project manager and technical lead of multiple client-server and Web-enabled systems for the government, pharmaceutical and transportation companies. He has a strong focus on program management including an extensive understanding of P&L responsibility, Earned Value Management (EVM), project planning, cost control, and human resource management.
