Responsible for the cost effective implementation and operations of the Sotto’s hybrid wireless VoIP service delivery network. Successfully developed multiple strategic vendor relationships including NGT, Pario, Intrado, Level 3 and XO Communications. Sole Sotto representative in many vendor contract negotiations and key participant in others. Successfully managed the test and turn up of all network elements and services. Provided operational support for the integrated GSM/VoIP call origination and delivery system.

Supported the international business development team in all activities which preceded the award or acquisition of a new operating license in the Caribbean. Responsible for capital section of island business case models. Managed a team of engineers who were responsible for RF design, transport and switch network design, and site acquisition. Developed strong relationships with local partners who were instrumental in supporting implementation of system design. Negotiated advantageous basestation (BTS) co-location agreements with incumbent carriers. Personally managed senior-level relationships with key infrastructure equipment vendors such as Nokia, Ericsson, Nortel and Scope Networks. Personally negotiated beneficial distributed antenna system (DAS) terms with LGC Wireless on behalf of Wireless Maritime Services (WMS) project so that legacy cruise ship DASs could be cost effectively replaced.

Involved from project start to overlay GSM/GPRS/EDGE on existing TDMA system. Led a team of engineers that managed Nokia, Ericsson and Bechtel in the deployment of over 15,000 BTSs nationwide, in record time and under budget. Developed and implemented critical aspects of business case and infrastructure vendor selection process. Led the process of defining and documenting BTS antenna selection and deployment best practices.
