In his role as Chief Information Officer for the agency, Mr. Hodgson restructured the IT Division, eliminating two Director level positions and introduced the concept of "Business Relationship Managers" assigned to, and physically located with, key business functions. Other key initiatives include:- implemented a formal IT Governance structure & processes;- established a Project Management Office (PMO) and sponsored PMI training for agency PMs, leading to their PMP certification;- implemented a cloud based Project and Applications Portfolio Management system;- reengineered all IT processes, introducing Lean-Six Sigma and Agile methodologies, processes and tools, reducing project backlog by 75%;- led redesign of IT website, improving its usefulness to agency users while incorporating dashboards to track IT performance metrics;- directed project to migrate the agency's email and calendar environment to a cloud based solution (Office 365), improving reliability and reducing costs by $200,000 annually;- developed a mobile strategy and policy for the agency, including BYOD and implementation of a Mobile Device Management capability (Airwatch);- directed project to implement an agency-wide Managed Print Services capability for the agency with savings of 20-30% annually;- developed creative strategies for enhancing internal IT skillsets and created new positions to support state-of-the art technologies;- led the effort to modernize and overhaul all agency IT policies, methodologies, and processes.- introduced electronic web-based forms to the agency resulting in significant savings, productivity improvements and better service to our stakeholders in higher ed institutions

Senior Manager responsible for directing Info Tech’s software implementation projects throughout North America, as well as the western U.S. regional office based in Austin, TX. Mr. Hodgson directed staff located in Austin, Jefferson City, MO, and Santa Cruz, CA, as well as several project implementation sites across the U.S. and Canada. Sid established Info Tech’s regional office in Austin TX from scratch and grew it into dynamic operation with 15 professionals and satellite offices in California, Colorado and Missouri.In addition to this formal role, he played a key role in an international assignment in the Philippines where he was the Team Lead for the AASHTO Trnsport SiteManager™ construction management component of the project and ultimately became the overall Project PM for the implementation of the CES (Cost Estimation), PES, LAS and Expedite (Procurement and Electronic Bidding) products at the Philippines Department of Public Works and Highways (DPWH). Mr. Hodgson renegotiated the contract, developing an implementation plan and strategy acceptable to the DPWH and the World Bank who funded the project. This strategy was instrumental in reducing InfoTech’s liability exposure and resulted in the successful conclusion of the project.

Senior consulting roles: - Senior Project Manager for the Texas Department of Transportation’s (TxDOT) implementation of the AASHTO Trnsport SiteManager™ system. Responsible for planning and coordinating all implementation activities surrounding the $6M+ project, involving a team of approximately 15-20 TxDOT and Info Tech, Inc. team members.- Project Director for the Metropolitan Transportation Authority (MTA) and New York City Transit Capital Program Management System (CPMS). This $20 Million ERP project involved the implementation of the Oracle Financials suite of applications, with Oracle Projects at the heart of the system. Other Oracle modules include GL, Purchasing, AP, AR and Oracle Alert. Mr. Hodgson was also a key member of the Systemhouse proposal team leading up to the award of the contract.- responsible for the Change Management activities related to the Mississippi Department of Transportation’s TMIS (Transportation Management Information System). This $5M. client-server project consisted of the creation of a “data warehouse” of information related to the DOT’s pavement, bridge, and safety sub-systems. The Sybase enterprise database consisted of documents and multi-media files (CAD, word-processing, spreadsheets, photographs, video-logs) accessed via a Powerbuilder front-end.- responsible for the Business Process Engineering (BPE) and Change Management phases of the AASHTO (American Association of State Highway and Transportation Officials) Construction Management System Project. This major client-server business process engineering and development project involved eighteen states, one Canadian province, and the Federal Highway Administration. Mr. Hodgson conducted BPE and Change Management workshops involving the participating states and the FHWA, and produced reports documenting the results and providing implementation guidelines and advice.

In the role of Director of Information Management and Systems, Mr. Hodgson was responsible for all aspects of Information Technology and Information Management, including Records Management and Access to Information and Privacy (ATIP).

Responsible for all aspects of Information Technology with a national network of computing facilities comprising 27 sites throughout Canada, providing functional direction for over 100 systems staff.

Responsible for the Strategic Systems Planning, Business Process Reengineering, Information Resource Management, Systems Development, Data Administration, Database Administration and Information Center functions for the corporation.- Established Corporate Information Management Division, responsible for the strategic planning, policy development and administration; and management of the corporate information resources of Agriculture Canada with a national network of 37 VAX mini-computers, an IBM mainframe, and over 2,000 micro-computers;- Aligned strategic systems planning with the business strategies and objectives of the corporation through a series of Business Process Reengineering projects, resulting in the development of an Enterprise Information & Applications Architecture;- Directed selection and national implementation of an ERP Financial System for the corporation ($3.6M project);- Introduced Information Center, Data Administration, 4GL technology to the organization;- Directed all systems development activities of the organization on a national basis
