About Sidney (Sid) Thurston, Ph.D.

Dr. Sid Thurston has many years of experience in engineering and science Project Management and Grants Management, serving in both the private and public sectors. Working with NAVSEA while earning his Electrical Engineering (BS) at Virginia Tech he degaussed USN ships in Point Loma, and Rockwell-Collins Advanced Satellite Systems Division for the Defense Communications Agency (now DISA) during the 1980s he contributed to the design of the “Star Wars" satellite constellation. After completing graduate degrees in Ocean Engineering (MS) and Physical Oceanography (Ph.D.), he joined NOAA’s “Office of Global Programs for Climate Change” in 1995 as a Knauss Sea Grant Fellow. For the past two decades Dr. Thurston has served NOAA’s Climate Program Office Global Ocean Monitoring and Observing Program as Program Manager for Ocean Observing Technology and Overseas Program Development, managing several Global Met-Ocean Observing Networks. His passion is building Resource-Sharing Partnerships between NOAA and Developing Nations on the social-economic applications of Met-Ocean observations such as with Korea, Indonesia and India. Upon retiring from NOAA in December 2022, Dr. Thurston continues to serve the Global Ocean-Climate Community as Vice-Chair of the World Meteorological Organization (WMO) Standing Committee on Earth System Observing and Monitoring Networks and the WMO-Intergovernmental Oceanographic Commission Joint Collaborative Board. He traveled 2.5 million miles while organizing 31 Met-Ocean capacity building workshops across the Indo-Pacific Region. He retired from NOAA at the end of 2022 to help strengthen the voice of the global climate-weather-ocean scientific community with EarthXTV and EarthXNews to overcome the vast amounts of misinformation about climate change from mainstream media. Dr. Thurston is a member of Tau Beta Pi, the U.S. National Engineering Honor Society. Personal keen interests include bicycling, SCUBA diving, Bible Study and international travel and hiking with his Wife Hiromi and their three children.

Dr. Thurston's responsibility is to integrate ocean observations into WIGOS.The activities of the Standing Committee include the following:With the WMO Regional Associations, in collaboration with the other Standing Committees of the Infrastructure Commission, and in collaboration with the Services Commission, and Research Board, and with reference to the Rolling Review of Requirements (RRR), assess technology innovation and gather and review observational user requirements across all user programmes and disciplines,Assess and advise on gaps and technology solutions for meeting user needs in observations for all disciplines and WMO Application Areas, and make proposals on implementation, planning and operational management of global, regional, sub-regional and national observing networks, across Earth System domains,Evolve the WMO Application Areas within the Rolling Review of Requirements to reflect the needs of Earth system analysis, prediction, projection, and sector-specific applications,Collect and specify requirements for, and guide the development, implementation, operation and maintenance of WIGOS tools (e.g. WIGOS Information Resource, the Observing Systems Capability Analysis and Review Tool (OSCAR), and the WIGOS Data Quality Monitoring System (WDQMS)).
