    Silicon Foundry DBA Digital Genetics is a R & D Enterprise. The projects that we are involved with are proprietary, such as, the ultra-efficient photo-optical solar cell powered wide area network which utilizes no hardware. In addition to the development of a "Stingray-like" Software Defined Radio wave engine which includes a core Synthetic Aperture Open-Array Directional Antennae consisting of no moving parts and is capable of monitoring multiple directions simultaneously. All of which materialized out of our conception and design of the Ark-Pin Drop Tracer Framework which was intended to facilitate the real-time dynamic manipulation and management of the earths electro- magnetic spectrum. We are full stack developer's (UNIX Shell Scripts) and we possess a high comfort level deploying Apps., Servers, Clouds and Tools. We provide ground up builds in D-Wave Server, among others, and, we are functional programming advocates. Silicon Foundry is responsible for producing large volumes of well documented and functional Java code as an Apache committer having worked extensively on Java based projects. As heavy designers, developer's, programmer's, architect's and toolsmiths we regularly design, implement and deploy framework's, parsers and models for database's and their subsystem's, including data warehousing (OLAP), ETL processing, STOR Schemas and cubes.     I was the Operations Manager and Civilian Liaison Officer to Colonel Pedro Almonte-Almonte who was the military legal attache to the Commander of the Northern Zone of the Marina de Guerra in Puerto Plata, Dominican Republic. My duties were primarily maintaining the operational readiness of the north coast' private and commercial vessel traffic surveillance command (VTSC). Duties included cross command intelligence sharing between the VTSC and the office of Major General Miguel Angel Soto Jiminez, Secretary of the Dominican Armed Forces at the Plaza de la Banderas and Lt. General LaChapelle, the Commanding Officer of the the National Directorate of Drug Control (DNCD) located at DNCD Headquarters which were both in Santo Domingo. During my involvement I developed a very high level of knowledge and skill directed at creating a seamless information pipeline between civilian drug enforcement operations, Dominican Armed Forces Headquarters, Dominican Naval Headquarters and the Dominican Marine Corp.

    The U.S. Department of Labor contracted the services of Virgin Marine for the purpose of re-training laid off factory workers from the rust belt states. Most of the students that I instructed were from the Otis Elevator factory lay offs in Ohio. The re-training curriculum was for Marine Mechanical Electric and Plumbing Systems (MEP) on commercial vessels up to 200 Tons. The course was heavily electrical/electronic system oriented and geared specifically to OEM installation procedures. Virgin Marine also manufactured special purpose craft (SPC) known as unique task specific vessels (UTSV) which, at that time, were being deployed under the Civilian Assistance Rule of the Caribbean Anti-Drug Initiative. Virgin Marine would manufacture and outfit the craft, and then deliver the craft, often by myself personally, to our local operations base located in Georgetown, Grand Cayman Island in the British West Indies. Vessel delivery operations frequently involved interaction with Cuban Naval Officials as weather conditions would require us to enter Cuban territorial waters in and around the Cabo San Antonio area, the only available route to the Cayman Islands, located due south of that area. Cuban Naval Officials would often direct us to divert the vessel to the port of Barloviento for inspection. The inspection process regularly required the assistance of the American Interest Section at the Swiss Embassy as well as the Ambassador to the Embassy of Great Britain in Havana. I developed a high level of competence in minimizing the high potential for arbitrary Cuba military interference. However, in their defense, I would concede that our vessels provoked Cuban military suspicions due to the vessels militaristic appearance, which, when coupled with the Cuban Navies normal state of high alert, created some pretty tense moments.

    The Morgan-Lantry Development Corporation was a multinational resort development corporation which was invested in several large projects in Mexico. I was retained as a consultant and Mexican Government liaison due to my fluency in Spanish , experience with Mexican bureaucracy and possessing a high level of expertise at facilitating a positive relationship between large multinational corporations and the FIDEICOMISO in the hopes of allowing Morgan-Lantry to continue to participate in the master tourist development plans of Cancun, Acapulco, and Cabo San Lucas. In Honolulu, the firm Architects of Hawaii designed all of the development plans for the projects which I would hand carry and deliver to the project engineers at Brown & Root in Houston, Texas as well as all those involved in the Morgan-Lantry' Mexican operations and governmental authorities. Most of the officials that I dealt with in Mexico City during my involvement with the Lopez-Portillo administration were no longer officials in the new administration after November of 1982. There was a U.S. government operation conducted by the U.S. Department of Justice at that time which severely complicated bi-national development interactions. The operation attempted to identify and target "influence peddlers" and the use of bribes in cross-border business dealings pursuant to provision's codified under the "Foreign Corrupt Businessman' Act". The very broadly worded provisions of the Act, at that time, could construe even the most innocent bi-national interactions between large multi-nationals and the Mexican Federal Government as a violation. As a direct result, and certainly an unintended benefit, I became very well versed in the bi-national corporate interaction protocols which were implemented by Morgan-Lantry after having been established by Morgan-Lantry' corporate counsel at the Honolulu law offices of Case, Kay, Lynch, Char, Obrian, Peckron, PLC.

    I worked directly with Sub-Director General Octavio Andre Lance of the Fideicomiso Caleta Xel-Ha on the investment and development of the Plan Maestro de Diserollo Turistico in the State of Quintana Roo located on the Yucatan Peninsula. We were directly responsible for the development of, and direct foreign investment in, the Cancun and Cozumel master tourism development initiative, which was generally credited with the creation and success of the "Riviera Maya". I was authorized by general direction to represent the FIDEICOMISO to multinationals for direct foreign investment in the development initiative. My duties were primarily the facilitation of introductions between foreign based multinational corporations who wished to directly invest in the initiative. The introductions were made by myself directly to my Federal Mexican Liaison Officer at the Office of the Director of the Financier General Licenciado Federal Francisco Lopez-Portillo. He and I would then assemble a "notice of offering" and present it for review to the Financier General, the Fidecomiso and the Federal Lands Secretariat for the approval to forward a formal application to the Banco National de Mexico. The process was very time consuming and involved, due to review process denials primarily resulting from EJIDO complications directly associated with the federal lands which were the subject of the direct investment. The offer, review and application process took place in Mexico City. The EJIDO irregularities were attempted to be corrected in Cancun. Correcting EJIDO complications was complex and frustrating often requiring Francisco, myself and the Sub-Director General to personally attempt to convince EJIDO members to consent to the use of their land. The EJIDO members were the indigenous population of the Yucatan Peninsula who were required to be given notice and to consent to the use. The problem was that no one really knew for sure who and how many members there were.
