About Simon Albutt

My career has focused on the transport and logistics industries with a significant degree of other public sector work. Experience has covered the Middle East, northern Europe, North America and the UK. I have worked with policy studies for Departments of State, traffic mitigation schemes, major rail programmes (infrastructure and operators) and worked with programmes to improve safety, enhance the environment and improve efficiency. I am currently engaged on strategic planning for the UK Digital Railways Programme, developing the Programme and UK Treasury justification for deploying ETCS onto UK rail routes, following the 5 case Green Book process, working with LNER, the Department for Transport and other stakeholders. Previous roles have covered targeted enforcement projects to to improve road safety, schemes to improve air quality in urban centers, major change programmes to facilitate new high speed rail infrastructure development and franchise bidding in the rail industry.     Consulting Stream provides world leading advisory services in the transport and public sectors . As well as engaging on a number of Ministerial level policy studies for the Department for Transport in the UK, I also advised New York City on their proposed congestion charging proposals, provided advice to the Highways Agency for travel time management systems for motorway travel under an operational outsourcing arrangement and ran a procurement study for Eurotunnel plc, developing a proposition to enhance the flow of traffic through the Channel tunnel ports. I have also worked for the Cabinet Office developing a business strategy for the ownership and management of a DfT motoring agency, London Legacy Development Corporation running a systems procurement exercise, and Network Rail, developing part of a major programme. Since 2014 I have worked at a Sponsor level in rail franchise bids related to major change programmes and managed significant areas of the Great Western modernisation programme involving whole route fleet cascades, traction changes and depot transformation programmes.

    My work at Event Horizon has specialised in the design of transport programmes aimed at providing sustainable, safe and clean modes of transport for all. I was the scheme architect for a local authority bidding for Departmental resources from the Transport Innovation Fund (TIF) and the programme manager for a traffic monitoring and enforcement programme in London. This work draws heavily on my previous experience in modal shift, road pricing and targeted enforcement programmes.
