I was responsible for the daily project and staff management of the Conservation Team, coaching of new staff and managing associated budgets.Developed planning policies for heritage as part of the Council’s Local Development Plan through to Examination stage, and assisted in the development of neighbourhood plans and their policies.Provided expert advice on heritage and design matters to planning officers, the public, developers and councilors, in accordance with the NPPF, local plan, legislation and best practice guidance. Advise included suitable methods of repair to traditional buildings, setting matters, enabling development, extent of significance or harm and mitigation solutions where appropriate.Determined Listed Building Consent and Lawfulness of Proposed Works to Listed Buildings applications, and applications for demolition within conservation areas and of non-designated heritage assets. Liaised with relevant statutory and non-statutory consultees where appropriate.Represented the Council at planning appeals - written representations and informal hearings. Carried out enforcement for Listed Buildings and Conservation Areas, writing enforcement notices, related appeal statements, commissioning necessary consultants where appropriate.Identified new heritage assets across the District, i.e. conservation areas, listed buildings and non-designated heritage assets. I have overseen the designation of 14 new conservation areas. Secured external funding for conservation / regeneration schemes and managed grant schemes, including a Partnership Scheme in a Conservation Area from Historic England and a Townscape Heritage from the Heritage Lottery Fund. Researched and written conservation areas appraisals and management plans and conservation guidance and Supplementary Planning Documents.Amended and consulted on the CIL Regulation 123 List to include Heritage Assets at Risk as part of a proactive strategy for heritage at risk.
