During this period, built up the PROMOD modeling group through staff recruitment, and significantly expanded team capabilities: - Provided an Independent Market Assessment as part of financing a transmission line between PJM and NYISO, and estimated the potential energy and capacity revenues resulting from price differentials across the transmission line. - Prepared a series of economic evaluations of potential transmission line projects for the New York Power Authority. Objective was to establish project viability and to determine the effect on the Authority’s revenues and costs.- For the New York Power Authority, evaluated the economics of proposed Great Lakes offshore wind plants, part of assessing the responses received during an RFP process. - Evaluated the potential effects of CO2 regulation on electricity generation in the northeastern U.S. and eastern Canada. This was a study conducted for the Western Climate Initiative, a group of U.S. states and Canadian provinces that were considering carbon regulation. This analysis was released to the public.- Provided an Independent Market Assessment for the Ontario Power Group for financing new hydro generation in Ontario. - Completed, on a recurring basis, annual price and revenue forecasts for the California Department of Water Resources and evaluated certain contracts between the State of California and electric utilities, as part of a rate-setting process- Prepared capacity price forecasts for ISO NE, NYISO and PJM for a client interested in purchasing a demand response aggregator.

In addition to electricity price and revenue forecasting, studies typically involving forecasting pollutant allowance prices, new unit additions, and plant retrofits over a 25-year horizon under different environmental regulations.- Provided litigation support related to the sale of power from contracted IPP facilities.- Provided litigation support related to Enron contracts for purchased power. - Project Manager for an 8-person CRA team contracted by ESB National Grid, the Republic of Ireland’s transmission network operator, to design market rules for the Republic’s proposed electricity market.- In a related project with ESB, built a simulation model of the Irish electricity system using PLEXOS, a sophisticated electricity market model, and validated this against other model forecasts.

Oversaw the development of a suite of proprietary price forecasting and dispatch models based on volatility modeling:- Valued thermal generation facilities in various U.S. regions, using PA’s proprietary price forecasting & dispatch models. - Valued, for financing purposes, a group of diverse hydro plants in ISO NE including a large 1000 MW pumped storage plant.- During this period, substantially reduced rework in valuation projects by significantly improving project planning and delivery, leading to more accurate asset valuations delivered to agreed timetables.
