A few years ago, I quit my job at the UN Development Programme (UNDP) to join (as a consultant) the team that started Expanding Social Protection Programme (ESP), implemented by the Government of Uganda (under the Ministry of Gender, Labour & Social Development), with support from UKAID and Irish Aid. A core element of this Programme is a social grant for older persons (Senior Citizens Grants). The Grant started out as a pilot in 15 districts. Then, issues of ageing & well-being of older persons were a non-entity in conversations in Uganda; social protection was a completely new subject in the public (a survey showed extremely low levels of understanding); support for social protection (including grants for older persons) was rock bottom low; there was skepticism that Uganda could even sustainably and reliably deliver cash to people. There were massive knowledge, attitude and perception issues.Today, it’s a different story; social protection is a substantive entity in Uganda’s public discourse; in national development plans, party manifestos, media and public. Social protection is taking its rightful place that we set out to take it a few years ago. That's where my story comes in. I led in framing the national social protection conversation, in creating the narrative and key messaging to sell, promote and raise the profile of social protection to deal with the low knowledge, bad attitudes and wrong perceptions. In a span of a few years, a major transformation has happened in Uganda. I do strategic communications as I am passionate about framing issues; strategic messaging, creating narratives, selling and promoting narratives, raising the profile of issues, positioning and making them visible. It could be in any subject. I provide strategic advice to management teams on strategic communications, external relations, branding, media, social media, etc.

My role is to ensure a good knowledge and understanding of social protection and cash transfers among policymakers and the public in Uganda to create its demand as a key intervetion and therefore embeded into Uganda's development and budget processes
