The Christchurch Transport Operations Centre (CTOC) delivers an integrated transport operations service across the greater Christchurch area on behalf of the Christchurch City Council (CCC), the New Zealand Transport Agency (NZTA) and Environment Canterbury (ECAN). Key functional areas are Real Time Operations, Temporary Traffic Management, and Travel Information. The CTOC Manager ensures that the goals, strategy, business plan and budget agreed by the joint governance board are achieved and that the operations of CTOC meet agreed levels of service and key performance indicators (KPIs).

Leading a team of five Traffic Management Coordinators (TMCs), one Senior Site Traffic Management Supervisor (STMS), and various consultant resources to maintain the safety and efficiency of the transport system by assessing, modifying, permitting, supporting, and regulating performance of all temporary traffic management activities within the CTOC area of operations. The scope includes every phase of planned event delivery from concept development through to detailed planning, delivery and closeout, with additional involvement in unplanned event response, and supplying technical advice to partners, stakeholders and colleagues to mitigate recurrent issues and collaboratively improve performance of the transport and event delivery systems. CTOC’s integrated one network approach also makes this a key leadership, influencing and liaison role with the construction industry given the scope of stakeholders impacted by work delivery decisions. The time period covered in this role included the multi-billion dollar Christchurch Earthquake recovery and rebuild phase.

London, United Kingdom

£6M project to remove barriers and provide incentives to encourage the uptake of Electric Vehicles in London. Key activities were delivery of framework procurement contracts, establishment of the Source London recharging network, and administration of central government grant funding for the Plugged in Places consortium.

Epping, Uk

£90M project to upgrade safety systems to meet the latest UK Road Tunnel Safety Regulations. Key Responsibilities were: Functional control (Silver Command Level) over company resources during Incident and Emergency situations, Operational Procedure design to match construction activities and staging, Training and Supervision of Local Control Centre (LCC) Operatives, Interface between management, site supervisors and LCC operations.

Auckland, New Zealand

$230M and $180M motorway projects to construct a separated carriageway for buses and HOVs alongside SH1 on the North Shore, and to upgrade SH20 across the Mangere Bridge with additional lanes and infrastructure. Both projects required multiple bridge, motorway section, and interchange reconfigurations. Key Responsibilities included leading traffic management teams to modify and control road environments, Traffic Management Plan (TMP) design, programming, and implementation, staff management and development, worksite setout and supervision, resource procurement, financial management, forecasting and reporting.

Dunedin, Christchurch And Auckland, Nz

Development of 44 diverse capital improvement projects. These included highway realignments, new motorway sections, bridge widening, slow vehicle bays, passing lanes, stock truck effluent disposal sites, powerline undergrounding, cycle-lanes, junction signalisation and safety improvements. Key activities included tendering, contract administration, testing acceptability of deliverables (engineering, estimates, scope, design standards, economics etc), financial reporting, submissions to Transit Board, performance evaluation, and stakeholder liaison including with Territorial Authorities, the public, and the media.One year was spent within the the Freeflow Alliance providing Traffic Engineering services. This was a $135M project to upgrade the Grafton Gully to Central Motorway Junction. Work involved design and construction of four new bridge structures and 3km of motorway and bridge widening within the busiest stretch of motorway in NZ (200,000 AADT), and under strict environmental and stakeholder conditions.
