Simon has over 30 years of experience of working as a consultant within the UK Water Industry. He has led the technical development for a wide range of different studies within the areas of leakage and supply-demand management economics, asset management, capital maintenance cost:benefit analysis and charging policy. He also has over 5 years of experience of auditing water company plans and regulatory returns, particularly supply-demand and leakage assessments.He has developed close working relationships with key Industry and Regulatory staff. His work has been undertaken for a range of clients including UK water companies, UKWIR and the Regulators. Although he has a wide range of experience Simon has specialised in the areas of leakage and supply-demand economics. He has advised the UK Regulators on leakage and was the Project Director of the Best Practice Leakage Study for the Tripartite Group of Ofwat, Environment Agency and DEFRA. In recent years he has reviewed all water companies’ economic level of leakage reports, with a focus on inclusion of environmental, social and carbon costs. He has led studies to investigate alternatives to the economic level of leakage for setting leakage targets and developed the Frontier Approach as an alternative.Specialties: Supply-demand planning, leakage economics, water industry regulation, risk and uncertainty, forecasting, excel model development.
