Independent policy and strategy advisor, working to improve criminal justice services.Past projects include working with CoPaCC and the Institute of Public Safety, Crime and Justice (Northamptonshire University research centre) to bring together disparate parts of the victims’ and witnesses’ experience, share best practice, and start to develop a service toolkit and quality mark that will enable delivery of the various guidelines, local service specifications and the needs of local people to the required standards.

CoPaCC are the police governance experts for England and Wales. Recognised as an independent member of the wider policing family we provide support and advice to Police and Crime Commissioners, including sharing best practice in the sector through our online publication Policinginsight.com.

Senior advisor to Commissioner with responsibility for all aspects of strategic and operational policy, in addition to holding director-level responsibility for performance management, partner engagement and corporate policy functions.Responsible for overall policymaking, from conception through full business case development, implementation and evaluation. Built relationships with partner agencies and identified opportunities for joint work to deliver better local outcomes; improved performance management by increasing understanding of the relationship between organisational activity and output; and managed two large blocks of central Government funding (over £1.5m in 14/15).Achievements during this time included: conceiving and delivering a new entity to deliver the bulk of victim support services in the county, 'spinning out' the offender management team into a standalone charity, working across four counties to create a single structure to manage offender rehabilitation, getting local agreement to improve emergency services for those suffering mental health crisis, and securing funding to undertake a multiagency analysis to reduce demand on drug and alcohol services.

Home Office lead on localism and decentralisation policy, shaping the department's policies to devolve power, control and money to local partners and stakeholders - including the development of police and crime commissioners. Successfully produced and leveraged an evidence base that highlighted the need for transformation and shift from the centre to local areas, which ultimately led to the department ceding power and control and establishing policy that in the long run has bought about greater connection and accountability for local people. HO lead for community budgets including supporting whole place pilots in London Tri-Boroughs, Essex, Greater Manchester and Cheshire West and Chester.

Working across policy, strategy and analysis, shaped how the HO could better engage with local partnerships and supported them to reduce crime and reoffending. Set up and successfully managed the HO Place Board, by developing an evidence base that demonstrated the complexity of HO engagement with local areas, and challenged the Board to mitigate competing agendas and policy concerns.

Home Office lead on police personnel and performance data for the 43 police forces in England and Wales. Responsible for the management and improvement of a very large and complex dataset, and responding to a large volume of FoI requests, and queries from Ministers, MPs, the press and internal policy departments.

Sole analyst for the Luton Crime and Disorder Reduction Partnership. Collated, analysed and reported crime and disorder data, and authored the statutory crime audit and developed quarterly assessments to track community safety performance.
