I have commenced at RegNet (the School of Regulation and Governance) and my topic is 'When do independent government reviews change regulatory practice and why?' and would love to hear from anyone who was involved in a review relating to a regulator, or the implementation of the review outcomes (if you reach out, please let me know why you are contacting me). This includes Royal Commissions, Performance Audits, Capability Reviews, Expert Panels - anything that produced a public report.

The Victorian Government has established a taskforce to support and guide the development of the new regulatory scheme. This will include the regulations, covering service standards and the coverage of the regulatory scheme. The taskforce comprises representatives with a deep knowledge of the social services sector, including representatives of providers and users of social services, as well as a First Nations representative and myself as a regulatory specialist.

The Policy, Programs and Evaluation team works with governments, and other clients, around Australia providing independent specialist economic and policy expertise on challenging problems.

I was seconded to the BCA to work on competition policy and broader regulatory issues. My particular focus was on the Commonwealth, State and Territory deregulation initiatives, and preparing the BCA's submission to the Commonwealth's Competition Policy Review.

Newly created role with the Department of Premier and Cabinet to provide high level advice using the tools of economic analysis to a range of policy issues, and to manage specific economic policy projects.

I managed the Commission's Secretariat of about 20 staff working on regulatory and other policy issues.

I was working with the OECD and Mexico's CFC for two months on a project relating to competition policy assessment, and lessons for a Federal country with regulatory actitivity at multiple levels from the Australian experience with National Competition Policy.

Lead the team that assessed regulatory impact statements, produced the Victorian Regulatory System report, investigated competitive neutrality complaints, and produced the VCEC Annual Reports

Lead the policy and implementation work that lead to the establishment of the Victorian Competiion and Efficiency Commission, as the first such state-based independent regulatory review body, and the development of regulatory impact analysis for new legislative proposals, as it had previously been confined to delegated legislation. Included the creation of the statutory basis of the Commission, recruitment of Commissioners, funding, office fitout, and closure of predecessor bodies.

Played a key analytical and research role in major change initiatives in claims management, premium, workplace based return to work, and provider management.• Provided the economic analysis to the Claims Management Review undertaken by McKinsey and Co. and the tender evaluation committee which led to a $500mn four-year contract with the VWA’s new panel of agents. Key issues included: how to structure and manage a major outsourcing contract; how to maximise competitive forces both for and in the market; how to structure remuneration to encourage improved performance; and how to strengthen incentives for employers to comply with their obligations to report claims and facilitate return to work.• Provided the economic analytical input from the VWA into the oversight of Fairer Simpler Premium Review undertaken by AT Kearney, which posed the challenges of reforming a very complex pricing system. Key issues included how to improve the incentives for injury prevention and return to work while managing the distributional objectives, administration and compliance cost issues, and to have a transition plan that managed the revenue, IT, political and reputation risks.• Led team of 8 full-time equivalent (FTE) policy officers which: developed improved VWA policies for return to work and oversaw their implementation, including on-going employer education initiatives; reformed arrangements regarding independent medical examiners; evaluated a pilot project to address sprains and strains claims.• Led legal and legislative services team of 3.8 FTE to develop operational and policy solutions through legal advice on accident compensation legislative amendments and on policy and operational issues, including a settlements package that gave choice to long-term claimants while reducing the scheme’s liabilities.• Led Self Insurance Management Unit of 5.4 FTE to improve the prudential oversight of the 36 self-insurers with a potential scheme liability of more than $350mn.

I led the team that prepared the Report on Government Services, a COAG project that involved reporting on the performance on a wide range of government services delivered by State and Commonwealth Governments.

Responsible for:• a team of five working on the Reforms in Government Service Provision project. This comprises case studies examining the issues in policy implementation for: private management of prisons; casemix funding of public hospitals; and the introduction of purchaser/provider arrangements for community services.• a team of seven working on a public inquiry into Competitive Tendering and Contracting by Public Sector Agencies.

Responsible for:• drafting chapter on labour markets for Performance of Australian Industry report.• drafting chapter on opportunities to reduce unnecessary State and Local Government regulation for Petroleum Products report.

Economic researcher in the Footwear and Rubber Research Groups undertaking work for public and private sector clients. Key projects included assessing how changes in occupational health and safety regulation in the USA in response to AIDS would affect demand for medical gloves and modelling how changing wage rates would affect competitiveness of different countries’ footwear industries. Undertook fieldwork in the USA, South Korea, Taiwan, Thailand and Indonesia.
