    Played a key analytical and research role in major change initiatives in claims management, premium, workplace based return to work, and provider management.• Provided the economic analysis to the Claims Management Review undertaken by McKinsey and Co. and the tender evaluation committee which led to a $500mn four-year contract with the VWA’s new panel of agents. Key issues included: how to structure and manage a major outsourcing contract; how to maximise competitive forces both for and in the market; how to structure remuneration to encourage improved performance; and how to strengthen incentives for employers to comply with their obligations to report claims and facilitate return to work.• Provided the economic analytical input from the VWA into the oversight of Fairer Simpler Premium Review undertaken by AT Kearney, which posed the challenges of reforming a very complex pricing system. Key issues included how to improve the incentives for injury prevention and return to work while managing the distributional objectives, administration and compliance cost issues, and to have a transition plan that managed the revenue, IT, political and reputation risks.• Led team of 8 full-time equivalent (FTE) policy officers which: developed improved VWA policies for return to work and oversaw their implementation, including on-going employer education initiatives; reformed arrangements regarding independent medical examiners; evaluated a pilot project to address sprains and strains claims.• Led legal and legislative services team of 3.8 FTE to develop operational and policy solutions through legal advice on accident compensation legislative amendments and on policy and operational issues, including a settlements package that gave choice to long-term claimants while reducing the scheme’s liabilities.• Led Self Insurance Management Unit of 5.4 FTE to improve the prudential oversight of the 36 self-insurers with a potential scheme liability of more than $350mn.
