Simon was elected to be the Chair of Barnsley College in November 2015 and reappointed in 2019 and 2022. He was appointed as a National Leader of Governance by the Department for Education in November 2018. Simon is Chair of the National Chairs Council of the Association of Colleges AoC and sits on the AoC Board. Simon is also the Director of Perryman, Yeandle and Associates Ltd, that provides high quality advice to business, further education and government in the UK and internationally on skills and employment issues, including; skills strategy development, employer engagement, apprenticeship systems, governance, city and regional skills development, Sector Skills Councils and standards. Recent work includes developing a higher apprenticeship system for Jamaica, Green Skills benchmarking in Mozambique, supporting Sector Skills Council development in Sri Lanka, acting as the Global Apprenticeship Expert to a large Commonwealth Heads of Government programme, including to create and pilot an on-line apprenticeship system benchmarking tool in four countries,https://www.britishcouncil.org/sites/default/files/technical_report_on_benchmarking.pdf support to the Pakistan National Training Authority NAVTTC on transforming their apprenticeship programme, quality assurance of training and developing a Sector Skills Board for the Global Services Industry in Jamaica, an international study of skills devolution for the British Council, https://www.britishcouncil.org/sites/default/files/sub_national_governance_in_tvet.pdf, and a skills action plan and apprenticeship programme for The Bahamas.
