As the Program Director for the $12 billion redevelopment of the Central Precinct (Sydney), I was responsible for establishing a new multi-disciplinary project team of 15 staff, project budget and engagement of technical advisors. I oversaw approval of the Vision and Strategic Framework and delivery of various urban-design and technical assessment studies. I led engagement with DPIE and nomination of the precinct as a State Significant Precinct (SSP). I also coordinated and led investment assurance gateway reviews, and managed the relationship with private sector proponents and establishment of Transport Requirements for the Western Gateway sub-precinct.

As a member of the senior team leading a large mixed-use urban renewal program (in west London), I was responsible for managing a team of commercial advisors and a development manager, developing the business plan, funding and land assembly strategies. I prepared a grant submission which secured £250 million of funding from UK Government Treasury. I also provided financial and commercial input into the Local Planning framework, precinct masterplan, infrastructure plans and cost estimates. I was also responsible for leading engagements with key government stakeholders, industry partners and investors.

Highlights:- Developed DBFMO commercial structure and tolling strategy for the £1 billion Silvertown Tunnel PFI road tunnel project.- Negotiated a £200 million co-funding deal utilising ‘tax uplift value capture' at Elephant & Castle- Co-developed the business plan, reviewing financial models and commercial terms for a JV for Earls Court opportunity area.- Prepared financial and commercial response to UK Governments request for proposals for a new £60 billion international airport and transport links in Thames Estuary.- Secured £36 million of commercial sponsorship (naming and branding rights) deal and £8 million of EU funding for a cable car project in east London.- Led negotiations with investors (and US guarantors) on options to restructure terms of the under-performing £300 million A13 motorway PFI contract.- Undertook financial analysis and developed investment case to buy-back and refinance two light-rail PFI concessions, successfully generating £200 million of savings.
