The goal of the Willamette Falls Heritage Area Coalition is to become a National Heritage Area that draws visitors form all over the world to Willamette Falls and the surrounding area to experience the end of the Oregon Trail and the stories, activities and gorgeous landscape that surround it. Willamette Falls Heritage Area was recently designated as Oregon's first state heritage area. Heritage areas promote both heritage conservation and economic development. The coalition is currently conducting a feasibility study for national heritage area recognition which will be submitted to the National Park Service for approval, and then presented for congressional designation. I am looking forward to working cooperatively with Willamette Falls Legacy Project and Willamette Falls Locks to ensure that the legacy of this place is recognized and honored into the future. Worked with a committee of citizens that included the city manager, mayor, HRCT Board of Directors and involved citizens to develop a Public Art Plan for the City of Hood River. The project involved public engagement as well as engaging community stakeholders in the business community and governmental entities like ODOT. The final written plan included: • Policy recommendations for placing public art in public areas and private areas with significant public visibility that distinguished the difference between permanent and temporary public art works; • Policy recommendations on a process to vet art work and locations; • Policy recommendations on maintenance concerns for public art works; • Policy recommendations concerning integration with the City of Hood River sign and zoning ordinances; • Policy recommendations to identify and address typical right-of-way and location conflict issues for public art works; • Policy recommendations on safety and insurance for public art works; • A suggested mechanism for appropriate public engagement forums and other channels to review and engage in public art discussions; • A suggested mechanism to fund a continuing stream of revenue to purchase, display and maintain public art, i.e. a percent for public art plan: • Recommendations on the establishment of a Public Art collection owned and maintained by the City of Hood River; • Recommendations on expansion that would include Hood River County and the Port of Hood River;
