In partnership with local, state and federal agencies, shaped a new workforce development strategy and approach for the State of Maryland. Assessed and analyzed workforce and project-specific needs and project workload drivers by schedule and volume to determine local and State workforce development gaps and geographical data based on workforce disparities. Organized partnerships and committee discussions in coordination with grassroots efforts to recommend effective methods to equip clients and communities in addressing unique demands. Developed training infrastructure for long-term use and risk mitigation by designing customized workforce development plans and models; created measurement strategies to evaluate the success of the programs against local and State objectives. Results led to a Preferred Training Partner Program Network that was publicly recognized by Congressman Elijah Cummings and former Maryland’s Governor Martin O’Malley. Re-engineered the Business Opportunity and Workforce Development (BOWD) Center program at The Virginia Department of Transportation by designing a program to provide training, assistance, and services to create a one-stop-shop with greater impact on outcomes for Disadvantaged Business Enterprises (DBE) in Virginia.
