I am the Chief of Staff and Senior Advisor to the Minister of Foreign Trade of Costa Rica. I coordinate for the Minister the teams and working groups within the scope of the Minister's areas of action, both in policy and operative functions. Particularly, I personally lead the competition (antitrust) area in relation with the country's accession process to the OECD.I was Special Counsel for BLP Abogados, one of the largest and most recommended firms in Central America, and also an international consultant for the World Bank, the United Nations Conference on Trade and Development (UNCTAD), and the Interamerican Development Bank (IDB).My expertise includes:- Competition / Antitrust - Utilities Regulation- ComplianceBefore entering public office, I advised national and transnational companies both in implementing preventive compliance programs, in dealing with authorities, and also litigating before the Competition Authority, regulators, and Courts of Law. My experience includes advise to competition authorities and international organizations in Nicaragua, Guatemala, Honduras, Costa Rica, Dominican Republic, Mexico and Uruguay.I am a professor of competition law at Universidad La Salle and a member of the Advisory Group of Experts (AGE) of the Compal Program for the United Nations Conference on Trade and Development (UNCTAD) . I have also participated in training programs to competition authorities and regulators in several Latin American countries.I was formerly the General Counsel and Executive Director of the Commission to Promote Competition (COMPROCOM) and a member of the negotiating team of the Competition Group of the Free Trade Agreement between Costa Rica and Canada and the Free Trade Area of the Americas. I was a member of the Board of Director of the Utilities Regulator (ARESEP) and a member of the Board of Financial Regulators (CONASSIF).
