The Oahu Workforce Development Board (OWDB) is established by the Federal Workforce Innovation & Opportunity Act (WIOA). OWDB is one of four local WIOA boards in Hawaii. WIOA is U.S. Federal law that replaced the previous Workforce Investment Act of 1998 (WIA). The goal of WIOA is to consolidate, coordinate, and improve employment, training, literacy, and vocational programs in the United States. It retains the nationwide system of one-stop centers but places greater emphasis on achieving results. This landmark legislation will strengthen and improve the nation's public workforce system and help get Americans, including youth and those with significant barriers to employment, into high-quality jobs and careers and help employers hire and retain skilled workers. • Served as financial liaison between 18 different agencies to negotiate an infrastructure funding agreement for the American Job Center• Analyzed and recommended budgets to the Finance Committee to align with the County’s 3-year Local Plan workforce objectives• Established policies and procedures for internal controls in accordance with Federal, State and County regulations and guidelines
