The success of this program was highlighted in a 2023 case study conducted by the Department of State, which reviewed 913 foreign assistance programs and identified EMPOWER as one of the most impactful projects between 2014 and 2019. Under my leadership, EMPOWER facilitated job creation and economic growth by leveraging a co-financing strategy that helped beneficiary firms unlock loans worth five times their initial grants. This resulted in 4,367 Kosovans receiving training and 5,109 securing new jobs.
