ICMA also conducted Montenegro Infrastructure Support Program, a $5 million infrastructure grant program funded by USAID. There were three interrelated components in this position: 1) Design, development and implementation of citizen participation initiatives; supervising program assistants and consultants, contributing to and overseeing the design and implementation of a local government and public information campaign to promote increased awareness of and support for local government reform in the area of democratic and fiscal decentralization.
