Assistant Finance Director
CurrentPerforms complex professional and administrative work in assisting the Finance Director with planning, organizing, and directing the financial activities of the County. Works independently and represents the department in the absence of the Director. Exercises supervision over subordinate personnel.Provide financial and technical expertise to staff and related agencies.Serve as backup for accounts payable and payroll.Serve as the bankcard (p-card) administrator.Supervise the audit of employee expense vouchers and bankcard statements.Oversee procurement and approve all purchase orders.Analyze and report budget data.Reconcile and report on the following: forfeited assets, transportation funds, fund balance, eSummons funds, EDA incentive funds, contingency funds, volunteer fire company audits, Coronavirus Aid, Relief, and Economic Security Act (CARES) funds, and American Rescue Plan Act (ARPA) funds.Prepare monthly agenda and report for the Finance Committee.Prepare journal entries for budget amendments, budget supplements, budget transfers, and audit adjustments.Assist in preparing the Comprehensive Annual Financial Report to include MD&A, statistical section, and the letter of transmittal.Prepare the Popular Annual Financial Report and submit to GFOA.Process miscellaneous charges billing and coordinates with the Treasurer on collections.Oversee emergency medical transport billing.Develop, implement, and enforce policies, procedures, and internal controls, including GASB statements.Coordinate and assist in development and implementation of financial software enhancements.Proficient in AS400, Adobe, Laserfiche, and Microsoft Office: Word, Excel, PowerPoint and Publisher.
