After retiring from 14 years of public service with various departments of the State of Alaska - the last 8 years as an IT Supervisor and tech with the State of Alaska Department of Fish and Game - I have been developing and publishing works of fiction and visual art to be represented on two sites on the World Wide Web. The first, Small Systems Design Associates offers examples of my design and development skills in IT, visual arts, media and book-length fiction. I have accomplished these by working collaboratively with experienced tech and design experts in relevant fields. We work with individuals and families, small business owners, NGOs in the field, and other small work groups. We like to work visually, interactively, and collaboratively and we like to build solutions using agile methods and rapid prototyping. Our early work has been on systems of computers attached to the web, and on the high (and low) tech problems and interfaces that cause complex systems to fail. Our loose associations of project oriented specialists tightens up - and might expand or contract - around tasks and projects defined in collaborative discussions with our clients. Business with us starts with an email, a phone call, or a cup of coffee and a scratch pad (digital or paper) for recording stories, creating story boards, making work flow sketches, and developing project outlines. Discussions of tasks, budgets and performance will then follow.

- Fall, 1988 to 12/2010; Member, and Chairman, Board of Directors, Nine Star Enterprises, Inc., This is a non-profit 501c(3) corporation headquartered in Anchorage, Alaska. Operating funds are developed with state, federal, local, and private sources. Members of the Board are all volunteers who are compensated only for the travel and per diem costs associated with board service. The corporation provides adult basic education courses, ESOL and computer classes, an extensive Americorps program, and a wide variety of other community programs designed to help youthful and more mature adults in their efforts to improve their communities, and enhance their job skills. Most programs are provided in Anchorage, but the number of programs in isolated communities around the state continues to grow.

-2/1/02 to 6/1/2010; Analyst-Programmer First as an AP 5 then as an AP 4 following unit reorganization for the State of Alaska Department of Fish and Game , Division of Commercial Fisheries, Southeast Alaska Region. Supervising IT team leader for six years with responsibilities for integration and testing of the platform and tools used to implement a multi-year, multi-project upgrade to the region's legacy commercial fisheries data system. The upgrade required development of a project-and-task based program of upgrades from a client-server to a web-enabled n-tier architecture. Included tools are ADFG's department-wide java language standard, open source Apache Tomcat servers and Eclipse IDEs and plug-ins. We also work with commercial Oracle application servers and databases, and with Adobe Flex 3 Builder. We use these tools to develop highly visual and highly interactive browser-based front ends for non-IT users. Our back-end DBMS is Oracle Enterprise 11G. Agile/XP methods, best practices, and Sybase Power Designer are being developed as an integrated and standardized platform to support the upgrade work with our on-staff data stakeholders and users. At present I am a Member of a technical staff of programmers/software engineers who maintain the legacy system while the upgraded system is developed, deployed, and tested. This robust and dynamic system has over 45 data management forms, over 240 data reporting formats, and millions of data records. Some data records in this system go back to the early days of Alaska statehood. The system is used as a primary data repository by non-IT fisheries research, regulatory, field tech, and administrative staffs in the southeast region. Regional staff gather, maintain, and report data on the region's commercial catches, and on the health of the many commercial fish stocks within the division's statutory and treaty mandates through internal and public outlets.

-11/98 to 1/02. Analyst-Programmer 3, State of Alaska Department of Health and Social Services ; Division of Family and Youth Services, and Division of Juvenile Justice. Design, development, maintenance, and training on databases replicated and distributed across the Division's statewide WAN. Then current technical emphasis focused on the implementation of MS VB6-SQL7 technologies on NT4 platforms, and on the use of written user requirements and usage scenarios in the development of integrated system design, testing scenarios, documentation, training, and integrated context help systems. New DB projects emphasized UML techniques and component technologies on Win2000 platforms. Also worked as private creator and developer of web sites, using Win2K Server, and Office2000.

- 9/91 through 12/92. Senior Programmer/Analyst, Wostmann & Associates, Inc., Juneau,Alaska. Project Manager for technical consulting and mapping system support for Plaintiffslitigating against the Governor's 1991 Reapportionment Plan; then for Reapportionment Mastersnamed by the Superior Court; then for Alaska's Division of Elections. Project Manager for CASEdesign, and development of a relational database to support statewide planning for Alaska'sdevelopmentally disabled population.

Administration ; Internal Auditor, State of Alaska Office of the Governor ; System Analyst,with the State of Alaska Department of Labor assigned to the office of the Lt. GovernorReapportionment Board. Reapportionment Board work (9/90- 6/91) required setup, operation,data integration and system maintenance of a UNIX based ARC/INFO Geographic InformationSystem. Earlier positions in the Governor's Office involved several data integration and datacommunication projects on PC and MAC micros, IBM system 36 minicomputers and Profs/CMSsystems on the state of Alaska's IBM mainframe computers.

- 5/66 through 12/86. During this period my work included overseas travel, service in the USPeace Corps in Afghanistan, tasked to an Afghan cadastral survey team based in Kandahar; andpublic service in Alaska in state and local governments. High points included work in 1966 as aspeech writer for Governor Bill Egan, the founding Governor of Alaska, and a run as a candidatefor the Alaska House of Representatives in 1972. From early 1973 through 1980, I was the chiefexecutive officer of a multi-funded 501.c(3) corporation designated as an EconomicDevelopment District by the federal EDA. The corporation did regional development planning,and public works financing, in the interior of Alaska. High points during this period included myparticipation in community preparation for construction of the Trans-Alaska pipeline, and thedevelopment of financing for the expanded University of Alaska Museum of the North on theFairbanks campus. In the early 1980s, I was partner and general manager involved in theformation of two private companies providing computer sales, tech services and consultingsupport to several government and business clients.
