 Direct staff of managers, supervisors, engineers, road maintenance personnel, transit, and administration staff with budgets and balances up to $14M spread across 26 distinct funds, four divisions, and transit agency. Responsible for more than 1,150 square miles of area, 714 miles of maintained roadways, 149 bridges, two water delivery systems, and solid waste facilities. Executive Director of the Colusa County Transportation Commission, responsible for the preparation and implementation of the Regional Transportation Plan, Regional Transportation Improvement Plan, Overall Work Program. Lead bike/pedestrian/vehicle safety through an Active Transportation Program (ATP) Grant for county-wide Safe Routes to School Plan; gained approval by Federal Highway Administration (FHWA) and California Traffic Control Devices Committee (CATCDC) for experimental joint CA DOT/County safety project. Help foster development of sustainable communities in line with County Housing Plan per SB375, through revision of county Regional Transportation Plan update schedule. Lead planning, programming and design of $5M+ roadway project including construction assistance; sponsored county flood protection activities and projects in collaboration with FEMA, DWR and Cities of Williams and Colusa. Oversee engineering and environmental analysis, design, PS&E, and authorize department claims, position letters, and funding for roadways, bridges, bike facilities, flood protection infrastructure, safe-routes-to-schools projects, and more. Portray multiple roles, including Executive Director, County Transportation Commission, County Road Commissioner, County Floodplain Manager, and County Engineer. Orchestrated and implemented department re-structuring in accordance with division and discipline-specific objectives. Member of Airport Advisory Committee, input on Airport budget reviews, CIP reviews, and approvals.

With the Continuing Education Program, provided Federal Aid Instruction to public agencies and private companies for courses IV and V of the Federal Aid Series. Taught at representative areas of southern California and northern California including Los Angeles, San Diego, Inland Empire, San Francisco, Oakland, Sacramento, Fresno, Merced, Marysville, Redding, and others.

 Directed staff involving complex projects worth $15M+; led team of managers, engineers, designers, marketing professionals, and consultants on diverse transportation planning and roadway division design projects. Designed a Utility Agreement Database Tracking System to manage agreements with utility providers located within potential alignments for proposed High Speed Rail in central California Valley, CA. Established PS&E and complete streets design for North Beale Road in Linda, CA, in collaboration with local and state key stakeholders, comprising a two-lane roundabout design, sidewalk facilities such as dedicated signal-head usage and transit facilities. Provided sponsorship assistance for multiple Highway Bridge Program projects; steered Recreational Facility Design Plans and feasibility study in East Park Reservoir, Colusa County, CA. Enhanced awareness for Federal and State funding process for all types of transportation projects in CA by training and educating staff members. Continued Federal Aid Instruction with California State University, Sacramento, teaching two federal-aid courses.

 Oversight of applications for 11-county District 3 area, administering staff development and training of local assistance engineers; helped guide a staff for projects worth $15M. Helped deliver 100’s of projects during ARRA funding phase. Managed programming, allocation and approval of applications for funds for project delivery in collaboration with Public Works Directors, Community and Planning Directors and staff, Metropolitan Planning Organizations (SACOG), Regional Transportation Planning Agencies, California Transportation Commission, and Federal Highway Administration. Contributed to development of Project Initiation Documents for State Highway Projects, encompassing widening of SR99 in Live Oak, CA, I-5 HOV Lanes in Sacramento and SR65 structure options for Lincoln Bypass in Lincoln. Developed self-paced on-line course for UC Berkeley, Office of Tech-Transfer for contract administration, ADA/EEO/Labor Compliance, project closeout.

 Provided transportation planning and traffic engineering services for roadways, intersections, bike and transit facilities to private/public projects worth up to $30M+ in Northern CA, directing a staff of three, numerous sub-consultants. Developed multi-modal infrastructure improvements to Level of Service (LOS) impacts and structured development fees. Significant projects include the Colusa County Regional Transportation Plan (2003); Arbuckle Traffic Overlay Zone Study; Arbuckle, Live Oak Circulation Improvement Plan, Live Oak; SR99/Elm Signal Warrant Study, Live Oak; River Bend Traffic Operations, Sacramento; and RAI Traffic Impact Study, Yuba City. Federal Aid Instruction through the University of California, Berkeley (UCB), Office of Tech-Transfer developing and delivering three federal-aid courses including an overview of federal rules for surface transportation projects, development of PS&E, contract administration, ADA/EEO/Labor Compliance, project closeout.
