Leads the strategic direction for blight enforcement efforts in New Orleans, including targeting investments that more than doubled the number of blight properties sold via the sheriff's sale process. Led the innovation use of "nudges" in the code enforcement process to inform property owners of their responsibilities to maintain their properties; the result was a significant increase in owner compliance and reduction in government resources.

Led a cross-departmental effort to drive performance management systems to deeper staff-levels. Worked with several departments on measuring mission efficacy and organizational improvement; most significantly with the Code Enforcement department, where I implemented a data-driven decision support tool that helped eliminated abatement decision backlogs. Idenftified operational challenges and solutions that increased departmental revenue by over $1M per year. Managed the inspection, evaluation, and analysis of over 11,000 parcels to determine eligibility for FEMA funded demolition as part of disaster recovery efforts.

Supported the Department of Energy/Federal Energy Management Program in the creating guidance and resources for federal agencies to conduct comprehensive annual GHG inventories in accordance with President Obama's Executive Order 13514 requiring the Federal government to account GHGs. Contributed to "The Greenhouse Gas Protocol for the US Public Sector," which served as the basis for the subsequent federal Guidance for GHG accounting standards. Provided guidance and project support to federal mangers' comprehensive agency-wide GHG inventory and sustainability reporting. Identifies and trains federal energy managers on GHG accounting protocol, facilitates data collection and analysis, and oversees GHG inventory quality assurance methods. Supported Defense Logistics Agency’s development and implementation of pilot projects deploying dozens of fuel cell-powered forklift vehicles, at four DoD sites across the country.

Reviewed, analyzed and documented community and environmental parameters to contribute to project reports for clients or government agencies. Created environmental regulatory plans and permit applications for infrastructure development projects, which have included natural gas pipelines and storage tanks, and wind energy turbines. Coordinated federal, state, and local permitting requirements, including the FERC’s Certificate of Public Convenience and Necessity, NPDES compliance, and U.S. Corps of Engineers Section 404. Researched and developed client compliance memos for Clean Water Act and Resource Conservation and Reduction Act compliance.

Analyzed and provided actionable recommendations for over $4 million budgetary expenditures for the Division of Resources Management and Science, Sequoia and Kings Canyon National Parks and Isle Royale National Park. Created budgetary projections and applicable funding scenarios used for workforce planning. Completed an analysis for SEKI that summarized the parks’ expenditures to eradicate marijuana cultivation and the negative impacts to the parks’ wilderness areas.

- Managed four staff members and the operations of a community-based endangered species conservation project focused on the Philippine Cockatoo. - Collaborated with external partners, community members, and local elected officials for funding construction of a $5,000 community education center project. - Organized the community-sponsored establishment of a 200-hectare protected area and then recruited and trained eight volunteer wardens to protect critical wildlife habitat. - Directly contributed to a 20 percent increase in the population of the endangered Philippine Cockatoo in the 200-hectare protected area.
