Oversees and coordinates the activities of contract and subcontract personnel supporting the US Army and other US Public Sector projects, portfolios and program activities. Makes decisions in response to project, contractual, staff and Government scheduling, risks, issues, concerns, and comments, as well as devises proactive planning for potential contractual or programmatic issues.

Manages SLDC process for SharePoint 2010 development and migration team. Works across multiple project domains and ensures Change Management and Quality Assurance (CMQA), ITIL and CMMI standards are adhered to through a structured approach. Ensures the completeness and timely delivery of project deliverables and control gate artifacts while maintaining effective client and team relationships. Applies knowledge of management functions and processes plus analytical methods and techniques to gather, analyze, and evaluate information in support of COTR, federal and other contract project managers, and other stakeholders. Coordinates the development and documentation of key business and functional requirements for proposed solutions. Ensures detailed documentation and records of project implementations, including all changes to requirements, deliverable, resources and schedules. Assist Business Analysts to develop requirements, use case, system state, control workflows and test cases. Performs configuration management through the use of Version Manager, SharePoint and TeamTrack workflow tools. Manages all system documentation and source code for development, test, and production systems. Documents System Architecture, Security Plans, Disaster Recovery Plan and Contingency Plans for Technical Review Board approval. Track compliance with SEC PM, SDLC, CMQA, IV&V and IA initiatives and standards.

Serves as Software Development Project Manager, formulating problem statements, supervising solutions through use of automated tools, and leading evaluation efforts on proposed IT systems and solutions. Manages a number of technical personnel (analysts, programmers, network engineers, and other specialists) and coordinates with both contractor and Government subject matter experts and management. Assesses hardware, software, security and network infrastructurecapabilities in the context of changing evolving requirements and constraints. Responsible for researching new technologies and approaches, projecting future system needs, characterizing issues, identifying problems and alternative solutions, recommending actions, and overseeing their successful execution. Oversees development staff support for all Tier 1, 2, and 3 desktop and user support activities, integration of cyber security, and fully compliant, documented, and tested custom software deliverables.

Assists Project Manager in the coordination of software development team daily tasks, development of project plans. Acts as primary IT Analyst on multiple, concurrent development projects. Independently completes software, performance and data analysis and provides practical findings reports and documentation. Creatively uses all available tools to analyze data errors, server and application logs. Escalates issues to the appropriate development or infrastructure teams and proposes resolution, modification or enhancement. Develops and publishes written project deliverables including functional requirements, design specifications, data requirements, use cases etc. System tests the solution to ensure requirements captured during the analysis are met. Translates business requirements into technical specifications used by programmers and designers to develop solutions.

Developed and maintained code for custom applications, databases and reports using Access 98/XP, VBA, SQL and Excel. Retrieved data and develops scheduled custom reports from production data using SQL/DQL queries and Crystal Reports. Sustained agency production systems; Analyzed and independently initiated resolution for user related needs, hardware/software problems, network and thin client connections.
