The Virginia State Bar (VSB) Judicial Candidate Evaluation Committee (JCEC or Committee) consists of fifteen active lawyer members, one from each of the bar’s ten disciplinary districts and five from the state at large, elected to staggered three-year terms by Council on recommendation of the nominating committee.If requested by the appointing authority, when a judicial vacancy occurs on the Supreme Court of Virginia, the Court of Appeals of Virginia, the federal district courts in Virginia, or a Virginia seat on the United States Court of Appeals for the Fourth Circuit, it is the responsibility of the Committee to consider and, where appropriate, seek nominees.

Cooper, Spong & Davis, P.C. (“CSD”), is a small, established AV-rated Hampton Roads law firm with over 70 years of service in the community. I am assisting in growth in existing fields and adding new practice areas. CSD currently practices in the fields of real estate, zoning, elder law, guardianship, civil litigation, estate planning, corporate law, municipal, and creditor’s rights.

As a valued added service to Plasser American, I also provided legal review of inbound and outbound contract documents (organizationally), and coordinated communications with our outside counsel where needed.

Council is an 81-person body, consisting of 65 lawyers elected from the 31 circuits throughout the commonwealth, as well as nine at-large members appointed by the Supreme Court of Virginia, four conference chairs, and three officers. Council representation ranges from a high of 14 lawyers for Circuit 19 (Fairfax) to a minimum of one lawyer for 22 other circuits. Lawyers elect their Council representatives by popular vote through an online process in each circuit, or a few smaller circuits elect their Council representatives by voting at a meeting convened by the chief judge of the circuit. Council members may serve two three-year terms, but must be re-elected to serve a 2nd term.

The VLRS was founded in 1977 to assist the public with referrals to practicing members of the Virginia State Bar. The VLRS makes over 20 referrals a day or 4,000 a year; and receives over 12,000 calls yearly. An ideal source of (possible) new paying clientele by offering the initial up to 30-minutes of consultation to the prescreened Referrals in order to promote my law practice for possible future legal services.
